I'm facing the same thing with a different model, but it looks like the same setup on the bottom as yours. I found that just like you can loosen the timing gear for the hook with an allen wrench, you can also loosen the belt pulley on the other end of the shaft. That way you don't have to take the belt off - just loosen the pulley. As for the timing of the dogs, after comparing with other machines that are working well, I think your timing is still a bit off. I think the dogs should sink below the level of the plate just as the needle gets to the plate. That way the dogs are holding the cloth in place for the needle, but are not moving the cloth when the needle enters.
Thanks for sharing. That very well could be the case for my machine. Nevertheless, it was at least running and stitching properly after this fix. Timing may not be perfect though, I'm certainly not even close to an expert on these things.
