Check for pinched wires in the handle bar switches had the same problem . Well one of the 5 things on my roadglide after replaceing TGS twist grip senser ,ign,all the switches and wiring and its down to the speedo,tach harness replaced. And then as i had the battery out i noticed that left of the battery that group of wires going back out to the fuse panel i had 3,4 wires that the battery had chaffed thru. Exsposing bare wires. And bought a jar or liquid blk tape and im back where i was 3 years ago when my handle bar risers broke. Cutting into all the handle bar wires that started this mess .
Feel for ya brother, going through same thing now. Chasing wires, mine has constant voltage going to radio memory. Keeps blowing fuses. Just starting to disassemble fairing now. Good luck!!
I had rubbed wires that kept blowing mine at the top inside fairing you'll see a metal fin at top middle on left that rub wires causing a ground and blew the memory radio fuse
Think of an accessory that you added and check how you wired it. You may have wired a full-time battery wire directly to the switch positive sending double current. Maybe ground to positive on the fuse box Circuit.
Got same good ideas all the time. But have found that the charger line on my battery had another fuse hidden beside the battery..and had only a TWO AMP FUSE..know where I'm going with that. ? It could easily be a 10A with that size on wire.but a guess they were concerned with Heat, so I put 7.5 fuse.
Found the problem finally, It was underneath my speedometer the cluster. The plug looks the same as the cigarette lighter plug underneath the dash. Black and white wires connected to Black and purple wires. I could see right away the black and white are touching in the plug. Probably from when I did the handlebars like everything else that i messed up.
I'm recently having issues blowing the p&a fuse. I was in that gauge cluster recently trying to tidy some of the wires with a few zip ties. Maybe I have the same issue. I'm gonna check that tomorrow. Thanks for the tip.
Update!!!, I looked in the gauge cluster and found a red wire with a cut in it. That was the culprit. I guess it was rubbing against the exit of the handlebars. I repaired it today and all is well. Thanks again for tip. Really appreciate it. Stuart

You were only getting a reading on one side of the fuse is because it was blown. A good fuse shows a reading on both sides when energized.
Right, I found the problem behind dash cluster, I thing it was hand warmer plug fused together

I found out my P/A fuse blew every time I started the bike! It was my fog lamp switch that blew the fuse! Duh
owner is part canadian that is more likely the first problem,
