It eventually turned into a bit called "horrible or hilarious" where Tom shows increasingly insane clips like that one. I think the joke is a reference to Louie C. K. who really did do that to women. He admitted it and apologized. It was difficult for comics who looked up to him to reconcile the fact that C. K. is a psycho in real life, and also incredibly talented.
I'm gonna paraphrase one of the comments in that video: Bill is that soccer dad who yells during his kid's game. Tom is that guy who goes to the game but doesn't have a kid.
