As far as I'm aware, Russia and the United States, and possibly a few others already have enough of a nuclear arsenal to level the planet by themselves, so just maintain those, attach them to the latest and greatest (and fastest) missiles and you're good. At this point the first country to build a surefire anti-nuke system will have won the race, building more nukes doesn't really mean anything.

Generally though I think the video is just disturbing viewers and thouches the topic on very shallow level. There's no elaboration on what we could do about to reduce risk of nuclear war or MAD.
