I could be wrong but I think it takes audio of someone talking normally and then changes the voice.

I married Mjoll on my last playthrough. I swear she talks more than any other follower and she only has like 6 things she says. After several ingame weeks of questing with her I got tired of hearing about her father being a hunter and dismissed her. As soon as she was dismissed, Aerin appeared out of thin air and started following her around. We were in my house in Whiterun.

In cannon, though, nirn root is going extinct. It can adapt to environments, but it is also a magical herb, and something is stopping it from propagating.
