That person was played by an asian actor (Denis Akiyama), but this movie got the actual creator of Pacman, Toru Iwatani, to make a cameo in the movie as a random arcade repairman at the beginning of the movie. I imagine the producers of this movie tried getting Iwatani to do the Pacman scene during filming, and he said "fuck no"
The funniest thing about this movie is near the end the movie froze at my theater; it was stuck on Peter Dinklage's smug smile for about 8 minutes ... and got the biggest laugh from the audience.
