@@JoeBissell art is a talent. No matter how hard people work, there are those chosen by talent. Its better to pull them into your things. Am currently following a tutorial on scene creation. But i have a friend i introduced to UE4. His stuff is just too SICC Though You can edit Megascans assets to generate your own stylised assets.
@@montro-city9920 You're only partly right. Does there exist people with just raw talent who seem to be able to do everything? Sure, that's how it is in every field, but anyone can learn anything with enough time, effort and dedication. They might not get to the point where the very best are, but they can get good. As long as you enjoy the process of a thing you're well on your way already.

yes, ue4 courses are free on youtube, blender is a free 3d vfx package, and you can achieve anything if you spend the time to educate yourself.

I'm no expert, but to me it looks like lots of 2d images moved across the scene. Simple, but very effective for some scenes.
create the clouds in photoshop, then add to scene as a Blueprint then move that
