"We don't want ppl reporting if a kid goes to school dirty everyday". Are you serious? That's 100% neglect. Neglect and abuse go hand in hand the majority of the time. Wtf
@@alyciamarie4163 it is but it's a different kind of abuse. When u say abuse... physical or sexual battery comes to mind. Neglect is the ignoring, starvation, emotional, etc side of it.
@@MelissaNicoleYT I can't fathom why any agency wouldn't want to know about children who are consistently dirty or hungry, etc. You're right, they do often go together. And, furthermore, cognitively, neglect is just as bad as physical abuse. Additionally, for many survivors of abuse, it's the emotional abuse and neglect that can be more painful that memories of physical violence. Even myself, while physical abuse was scary and painful, it's fast. It's over relatively quickly. Emotional abuse and neglect is an ongoing and constant companion, and i't s horrible. I cannot believe this man is responsible for the well being of children. I have a lot of friends who were removed from homes in these exact circumstances, and, had someone not reported them "just being dirty", they never would have discovered the horrors within the home. @@bradleypeterson6912 EXACTLY!! I feel that her foster parents have to be feeling as if their own flesh and blood child has been murdered. They were the ONLY people who truly loved her. A mother does not see a child that is not of her flesh and blood as anything other than her child!! I know, because I have 3 bonus children and although I divorced their father almost 30 years ago, they still call me Mama to this day!! One was not even my husband's child, but he was the baby brother of our girls. He would cry when the girls would leave and then spend the weekend with the babysitter. I told my wasband that we were going to start taking the baby too!! And he too still calls me Mama to this day.
Yes sometimes that's the way it only happens is a foster parents the only one that actually love that child because the parents are too f***** up on drugs to even care
“What we’d like people to *not* report is wow, this like, this kid comes to school dirty every day” Poor hygiene is a classic and well known sign of child abuse/neglect - this man is not fit to lead any kind of child welfare system 😤
Disgraceful... So many people getting paid in positions like this one where peoples lives are literally at risk, and so few of them seem qualified to be in said position. Its Gross!
This man did a MAGNIFICENT job of reporting on this little girl. If more media journalists showed this much integrity, courage, attention to facts and details the media could regain a small measure of respect.
The media was long infiltrated by the clowns in america in the 1960s...currently, the media is owned by 6 corporations with over 200 publications...ALL repeating the same propaganda via teleprompter. They repeat it over and over like a Pavlov Dog Experiment. The media only TELLS you, what they want YOU to hear.
SHE MOST DEFINITELY IS'NT HAPPY, ALIVE OR WELL. THEY WOULD HAVE FOUND HER BEFORE NOW, OR EVEN HAD A TRAIL TO FOLLOW BUT THEY HAVEN'T & ALSO IF OAKLEY WAS ALIVE THE 'PARENTS' WOULD SURELY HAVE SAID SOMETHING, IF ONLY FOR THEIR OWN BENEFIT.
That is the most heartbreaking yet infuriating part about this whole case! The system absolutely worked amazingly for her in the beginning and then this ignorant unintelligent unqualified uncaring lazy jerk took charge of that system causing it to completely fail her in the most horrific traumatic way humanly possible! I’m sure she lived everyday that she had left in her short life longing to be able to return to her real parents who really actually loved & wanted her rather than using her as a pawn in a game! Just thinking about how she must’ve missed them longed for their love & how all she’d known for 3 years was love and kindness only to be “thrown to the wolves”as her “mother” even told someone. I can’t imagine the horror she endured going from such love and care to being handed over to people so sick demented cruel unkind and unloving that they literally ended her life and don’t even have enough love in their hearts for their own child to just be honest so that her remains can be brought home for a proper burial. This truly hurts my heart thinking about what must’ve been going through her little mind when she lost the love warmth care human decency and kindness that she had always known.
"What we'd like people to not report is...this kid comes to school dirty every day". I'm a mandatory notifier and this is indeed a notifiable issue b/c it calls to the basic rights of the child. What that bureaucrat is tacitly implying is that the organisation for which he works, tasked with the protection of the child is overwhelmed and cannot deal with these types of notifications which, according to the available, peer-reviewed evidence are the warning signs of a child at risk and the signs which, if promptly investigated (by an adequately funded and staffed protection unit) might result in support for that child and their caregivers and avoid escalated risk forms.
Privacy rights are incredibly important. However, I hate that CYF/CPS agencies have repeatedly used it to cover up their negligence. There needs to be accountability!
The only privacy rights being protected here are those of the bereaucrats. Wanting to know if any case workers followed up on the parents or complaints about possible abuse is not violating privacy rights of the child.
The govt is going to continue to find scapegoats within the CYF/CPS agencies, thereby masking the root of the problem from the public. The true issue is that most state legislatures do not allocate enough funding to the agencies and, therefore, not enough caseworkers can be hired to adequately deal with the number of cases. The legislatures also dictate policies within the agency and reunification is so highly stressed that children are being returned who shouldn’t be. That also goes back to insufficient funding for fostering programs and, frankly, there simply aren’t enough people wanting to foster and who can meet the qualifications. My wife and I had signed up a few years ago in our county and began the training. I was stunned at the list of things we had to do and had to have - the correct number and placement of smoke detectors, the correct number and placement of CO2 detectors, refrigerator thermometers, the list went on and on. One really nice couple had an in-ground pool at their home and were going to have to replace their wrought iron fence around it with another, because theirs didn’t meet agency height requirements, although it met the type of fencing and height required by the county. They were looking at around $8,000 for that alone. And that was just one thing they were going to have to do. To make a long story a bit shorter, they and my wife and I dropped out. *Last thing: Out of the 10 people in the class, only four of us weren’t in it for the money.
@@gabe-po9yi How sad. I’m sorry to know that, but I’m not surprised. However, it’s so strange, then, when some ppl get kids & keep them in horrendous circumstances. Another great job reporting by David Rose! This case is heartbreaking and I pray they find Oakley swiftly one way or another. Poor baby deserves justice
My aunt used to be a social worker in Utah. She is retired now. But she told my Mom, her sister, that she just couldn’t do it anymore, because she couldn’t handle seeing the kids go back to their parents when they shouldn’t have been.

They were obviously trying to scare their other children. Making them live in fear, thinking the same thing would happen to them if they didn't listen. I hope neither of them will ever get to be around a child again!
He said not to call and say “this child comes to school everyday dirty or wearing dirty clothes” but isn’t considered neglect which would be some form of abuse.
Depends on what they mean by dirty. My nephew would play on his 4 wheeler every morning before school. After awhile my brother just sent him to school like that. Eventually my nephew realized he would be made fun of so he made sure to change himself.
It is....in Oklahoma we are required to report directly to DHS no going through the principal or administration because there is always an issue of the child being checked out of school..they secure the child and go forward from there...
I said the same thing! I know kids are messy - believe me, I've had 45yrs of practice and I'm messy all day every day - but there is a difference between a kid with breakfast smudges and a milk smile left on their face and a child who isn't being bathed regularly, wearing the actual same clothes day upon day, uncombed & snarled hair, etc. This was a 4yo, they're not usually going to be taking care of those things by themselves.
He said that he doesn't want people to report if a child is turning up at school dirty. What? You absolutely must report if a child is repeatedly turning up to school dirty. That's a neglect issue and they need to find out why. What's happening in the home that this child is not being provided with basic needs.
Oh my god. This is so tragic, she has been missing for so long, yet this is the first time I am hearing about it. Thank you so much for bringing attention to this .
Unfortunately it happens. I and my siblings were severely abused. My wife's family was horrible especially to her. Number 8 of 10 kids. 1 of second marriage. Moms 1st husband died leaving 7 kids. She was the 1st born of the 2nd marriage. Have any different father I made her look to some degree different. They envied her beauty. Therefore they approvalized her.
Bravo to this foster momma for pushing them to find this baby girl. We did foster care for a large sibling group and quit after they were moved. We can't be a part of it anymore. CPS destroy more lives than they help. Prayers for this baby girl.
I feel they are pretty much 'A Legal Kidnapping ring. Leave children in situations they should not be in and take children that are safe and return them to hell in most cases!!! SADLY!!! 🙏🏻💖🇺🇸😥
Why doesn't anyone record and scream and fight in court? I know its scary, they'll slap you with jailtime for making a ruckus, but seriously, when it comes to these judges, when its a clear cut case, and the children are given back, why is no one freaking the fuck out in court to make them think, make them see, make them hear, what they are doing is wrong? Judges just ignore that right? Sickening how our judicial system is when it comes to children. I just don't get it, I don't get how any human being can fall for this shit, turn a blind eye when they know children shouldn't be with abusive parents. I swear, more time is spent on a dui vehicular homicide case than a child abuse case.
Scrolling through these comments, I'm struck by how complete and total strangers seemingly care more about this precious child than either of her parents or DCYF bureaucracy. This is heartbreaking.
David Rose did a spectacular job covering this. It is people like him that brings change and if change was ever needed it is here. Bless her foster parents, bless all good foster parents. Oakley, wherever you are, there are people who care, bless you, I'm so sorry you came into this world without good parents.
Reminds me of my first grandchild, burned up with his 11 mos old sister, in trailer fire while 3 adults left them alone to make a beer run before 2:00 am. They returned to the trailer on fire. 31 yrs ago. My son's first child, dead at 5 yo. Multiple complaints to DSHS, EVERYWHERE the drug dealing Mom moved. She & the baby girl's dad both served prison time. We still cry...July 15, 1991.
Outstanding job David Rose! Putting pressure on finding out where that little girl is and the horrors of the foster care system & CPC. Unbelievable not to report a dirty child 😠- and he gets a pay check!! I applaud the foster family for doing an amazing job while they had her and also pressuring the system! Sad it discouraged them from ever doing it again! Great community rally for this little girl!
I was a heroin, fentanyl and crack addict for almost 10 years. On 4/26/19 I was arrested on a VOP at my motel room and taken to prison. When I got there, the intake nurse told me I was pregnant. I'll have 3 years sober on 7/6/22 and my son turned 2.5 on 6/13/22. I will never understand or sympathize with parents who expose their children to drugs. It's disgusting!!!!!! Justice for this baby!
I agree! I use to be a heroin addict and I sold heroin! I’ve been to jail for it.. I’m felon free now but! One of the people I sold too and was a close friend at the time brought their child to my house! Which was a TRAP HOUSE! Then continued to smoke drugs in front of their child! Then jokingly asked if the baby wanted to hit it! *I wasn’t smoking and had put all my personal stuff away.* I immediately took the baby into another room and as soon as they got high and left I called CPS!! the baby did get taken away for awhile. They’re both sober and have him back now though!
Exactly! I couldn’t help but wonder why the other children were still with the parents and Oakley was taken away? Or did I miss something? Were all the children removed from the parents and just sent to separate foster homes? Maybe I misunderstood that part but either way it’s sad the girls were separated. I am the middle of 3 girls all very close in age and even at the age of these girls if my mama would’ve said to me about one of my sisters what this witch told the sister about Oakley being with the wolves and not to talk about her or tell anyone, I know for a fact I’d have lost my shit right then and there and I KNOW I would’ve called 911 the first chance I got or told a family member ASAP!

Wow. The parents look horrible. They looked really amazing 7 years ago. The mom beautiful, then drugs destroyed them. I sure wish the social worker had not returned her to the biological parents. It’s so obvious the parents were on drugs. My heart breaks for the foster parents.
I see this in the system way too often. Children are returned to parents when they never should be and there isn’t a reason other than just not having the resources to place the children elsewhere yet you will have parents who have completely turned their life around and 100% deserve to have their children who have lost permanent custody!! It’s maddening!! Not to mention the fact that report after report made when a child has physical evidence on their body of possible abuse yet are never taken to be examined by a doctor. That blows my mind. So when this guy tells the reporter to report “facts” what does it matter when there is physical evidence if no one is going to look further into that evidence? The system discourages people from reporting as well because when people report over and over and see that nothing is done except for the child’s parents being confronted, that worries me because what do you think happens when that caseworker leaves and the parent is angry that they even received a visit? What are the chances that they are taking their anger out on the child?!! It’s so messed up all the way around!! Sorry rant over!! 😣
Wow, the reporter asking those tough questions is awesome!! Thank you for making your points in a very professional way. I hope the director really takes the whistleblower’s advice. I’m so glad she came forward.
Every single word from the social worker from DCYF was 100% true! I was a social worker for 20 yrs. I felt so stressed everyday! There were some successful cases but there were too many children falling through the cracks. The higher upside did nothing but put more responsibility on their employees, making it impossible to give each family/child/children the resources and 1/1 time needed. I remember I had up to 38 cases assigned to me in one month! The only reason I lasted so long is I did feel like I made a difference w/ some families. Please, to those who have concerns about a child's well-being to contact DCYF in their city even if you may not get the response needed. We cannot give up on a child/children just because our agencies do fail them.

So sickening! These children need everything we can give them so they can grow up loved and well cared for. Unfortunately, I think Oakley is another child lost by the system, never to be heard or seen again. Those 2 people are NOT parents. Parents do everything for their kids!
Unfortunately, my siblings and I had a covert narcissist for a mother. She destroyed us all, our father included, due to her pettiness, rage and jealousy. The only reason why she never killed any of us was due to her terror of being arrested and having her stellar reputation destroyed.
I was in the Seattle foster care system as a teen, they could care less. I’m sad that nothing has changed, abuse was rampant and my cries fell on deaf ears and I was a teen. I can just imagine how hard it is for a small child looking to the system to help them, it seems that the workers just consider it a job but it’s real lives. Now this child is missing and probably dead because the case workers couldn’t take the time out to check on this child.
Years ago I was a foster mom in Washington State. I finally had to stop fostering, unfortunately. I made this decision because I couldn't get the State to provide me with critical information that I needed. They lied to me over and over again. I also mentioned, in a different comment, that i found the mother's comment to the other daughter both chilling and telling---about that Oakley "was no more" and something about wolves. Good for Spotlight, shining a light so to speak on how one of our state's most vulnerable populations-foster children- often fall through the cracks of bureaucracy. Thank God for Oakley's good-hearted foster parents who stepped in when her own family failed her. This story is heartbreaking and hopefully can generate some leads to find her.
This has been happening for years. Back in the 90s I knew a girl in the foster system. Her parents abused her horribly, and sadly, even with evidence. She was given back to her parents and unfortunately a short time later killed. I found out about 5 years after the fact, heartbreak still felt the same. *Restructure the system already and save these kids!
There has to be something more they can do.. The parents should not have the right to just sit there and ignore this.. Police need to step up and search and get more dogs out there.. Detectives need to push them parents into talking. This little girl deserves to be heard and found!

My Aunt went through hell with children's Aid, unsubstantiated accusations and just so much bull shit. She fostered babies and very young kids that suffered from abuse at the hand of their parents, and never accepted a cent from the C A. She did this out of the kindness of her heart. But after they did what they always seem to do to good foster parents, like in this story, very similar to my Aunts story. So to preserve her good name, her physical and mental as well emotional health she told Children's Aid that due to their gross incompetence she will no longer be a foster parent in any capacity for Children's Aid. Sad cause the kids are the ones who really suffer, and it tears my Aunt apart inside. But in the end she has to protect herself and her own children.
The mother did something. That baby is probably gone to heaven. He was a cop he knows the law. If she didnt do it she would have made a deal. Her staying silent is enough evidence for me.
BTW my father is a lawyer and taught me this at a young age. Too many innocent people locked up because they didn't invoke their right to remain silent and to have a lawyer present. Cant say someone is guilty for not taking a deal. Most of those deals are shiesty.

These higher ups in these systems have their own agendas with these children...as long as our families are split up and severed by the courts, there will be plenty of children to choose from for these evil people...let's bring God back into our lives and families.
Actually, you don’t need more caseworkers. You just need better people running your state who believe in enforcing the law and not protecting criminals. Instead, you have a state hell-bent on injecting progressive agendas into every system, and defunding law enforcement while protecting the criminal element.
Honestly, it’s time for these “parents “ caregivers, guardians of missing children if they can’t be 100 % cleared in their disappearance they need to be put in solitary confinement until they reveal & locate these children. Enough is enough. This we just aren’t going to talk & be released later has got to stop. When a child is missing, harmed or murdered , full disclosure , no redactions !!! Change the laws!
nah, this is an awful solution. indefinitely detaining someone who is a suspect isn't legal for good reason, and arguing that there needs to be evidence to prove innocence and that guilt should automatically be assumed undermines the whole justice system. sure it makes sense in some cases, especially when it is clear who the likely perp is even without evidence, it's still not just. mistakes can still be made. frankly CPS needs to be overhauled. a large fraction of those children who die are known to child protective services, and all too often we've seen that social workers ignore warning signs or don't conduct follow-up visits. these parents for whom custody is revoked or who are being closely watched also should really need to visit classes of some sort with their children, both to foster positive child-rearing skills but also as a means to keep tabs on how the children are being treated.
@@Dee-oj5zm I think you're wrong to blame the social workers. Perhaps the details of the system, within which they are required to carry out an impossible assignment, yes! NEWdansuyume Golly! Yes. I agree. ASIDE from the fact they collected the benefits/money, scum like this ALWAYS want to have the upper hand, and win, regardless of circumstances. TO NOT LET ANYONE BE HAPPY EVER AFTER. Maybe in their minds they never get caught and are always gonna be able to collect the benifits as a win, while Shutting off the outside world, adoptive parents, etc. we’ve seen this before. In cases like this, seems like there’s always some sort of rivalry between biological & adoptive parents usually the biological doesn’t want the adoptive parents to have their child and doesn’t return them. Because that’s usually not a win… and maybe it was just me but you could kinda hear it in that adoptive mothers voice, there might have been a slight battle (for the lack of better word ) going on, and the bio parents would NOT want to return the child to them and keep them out of their lives completely to shut poor Oakley away. This adoptive mom knows these people including their antics, all in all better than us. So yes I’m sure she was right about them wanting to have her in the end and win. I’m sure they knew the bio’s wanted to withhold her. We also unfortunately see this with husband and wife battles, one might kill the kid/ kids because it hurts them! In my internet stranger opinion, they DID want to win in the end. Even if ending this child’s life was intentional or unintentional. They Never had intentions on letting anybody else benefit but them. Winning doesn’t always mean receiving a metal. It might mean hurting another. Sinister actions by sinister people. Idk. Fortunately I’m not a depraved drug attic like these people so I have no idea what was going through their minds! Sorry. I feel as though, they wanted to reap whatever win they could! Great to hear the SW speak out. This behaviour is normal. Management burden staff, staff become disillusioned and leave. More work is pushed down. It goes on and on.
Thank you to that social worker for her courage in speaking out, as I know it can be a "dangerous" thing to do in any field (can consequently be blacklisted, lose a job, be overlooked for promotions or worse).
This is heartbreaking for the Jamie-Jo and her husband. You can hear in her voice and see it in her eyes how much she loves Oakley. I’m praying for her to be brought home soon and CPS straightens up and hires new people who CARE!!
There have been far too many cases where CPS has been negligent or understaffed or underfunded- or just plain corrupt. It’s time to completely overhaul these agencies. Rebuild from the ground up, including budgets, staffing levels/ caseloads, and psychological profiles for agents. These kids deserve every chance for success in the midst of difficult circumstances.
You can tell that they really loved that little girl. Then she was taken away from them, that sucks, but they just wanted to say they didn't have their kid taken, pride. Sad, if they really loved the kid, they would have let her stay where she was really loved!
It is every adults duty to report suspected child abuse whether they witness the actual act of abuse or not! If you see evidence a child may be suffering or in danger, Report it!
That DCYF director is disgusting and absolutely useless. I appreciate seeing the efforts to find answers and spotlight the moral necessity for accountability.
DCYF failed another child when will this stop!!!! Justice for all these kids who are failed In the system!! This guy is arrogant, unfortunately there has been many Oakleys thru this system, he can't speak because they are at fault, Dcyf receive the calls, but do nothing about it.
Hey Oakley just know that we are all still thinking about you. Even though it's been 2 years. You have definitely left a piece of you in us all. We love you!!!!!
Thank you for your amazing reporting and pushing for the truth. Your advocacy for these children is so vital - how can we help? Ross Hunter is part of Insleys good ol boys club. He needs to go and someone who has the skills to enact major changes and one who cares deeply for kids should be hired - NOT appointed.
This story makes me sick!!! It's time to stop this crap!!! Where are Oakley's grandparents? Aunts, Uncles, Cousins??? Doesn't her family care? It's obvious her parents are GIANT failures!!!Why let the parents out of jail? Isnt anyone held culpable?? We have overreaching government everywhere and children continue to suffer and die. This is unacceptable.... give the power back to the people... there are those of us that will take care of all the little Oakleys of the world, like her foster parents.
I do not know how you have been able to remain unaware of such things, but some people *HAVE NO FAMILY*....which in turn, often translates out to *NO SUPPORT* be it emotional, fiscal, etc... I think that perhaps 1 of the much less obvious reasons, (out of the many reasons existing overall) that we all respond how we do upon learning of these inhumane types of (what we all on a conscious level or not understand to be *avoidable*) tragedies, is due to an inheritant sense of guilt, & over whelming sense of powerlessness. It's as if we live in a society that is a barely modernized version of Victorian era social values... One were it's no problem for us to decide what is "right" for others- enough to put it into laws about what they can/cannot do in regards to their *OWN* bodies, but care so little for our own neighbors, while outwardly maintaining a thin shiney veneer that this behavior is *actually* motivated in great part by "respect" for their "personal space"- while after the fact we meet up to gossip around the watering hole that which *is* TH-cam, while we go on about "how could *they*", "I would *never*, & therefore am qualified as judge, jury, & executioner to declare...(fill in empty self righteous thought here)", & so on. Maybe we could all get the f*CK REAL for a change & start talking about the steps we are going to take NOW to make sure this is not happening right next door to us. And I am *NOT* talking about condemnation- if the rest of us REALLY DO have our own house in order, then it is then OUR duty to help those that do not have help, don't know where to GET help, or are AFRAID TO ASK & BE PUNISHED for wanting something they may not be able to even articulate- Something EVERYONE has the right to until demonstrating (such as these parents have sadly *MORE* than done at this point, as well as what seems to legitimately be a while leading up to it)) otherwise- whether that reason be from a lack of skills gained through a lack of nurture shown as they themselves grew, or a lack of verbal skills directly related to brain development. If we do this, then there will be less & less of these occurrences, of this I am sure. There will always be something unhappy, cuz some people...just seem to be born "bad"- but that can be handled humanely as well- as well as be a whole lot less damaging for society as a whole than the news of a case such as *THIS* one that brought us here. I don't have all the answers, obviously, but somebody else out there has better ideas to build upon mine, or maybe even replace my (possibly) unrealistic way of thinking. Keeping you wisdom to yourselves is only giving idealistic airheads, (w/maybe an overabundance of hope/faith in the potential of our species as a whole) such as myself more space to walk up on, start over feeling themselves, & get to strutting on this platform. Hey- romanticism & vanity were totally parts of Victorian social norms. I need help to break the mold just as much as the next person. So, somebody(bodies), please! That is perhaps oddly specific, but in NO WAY, SHAPE, OR FORM do I feel as if this response is in any way unreasonable. But that's just my opinion. If you've got a different, same, &/or thoughts pertaining you know what to do. *Sorry, had to make more than a few edits for spelling, as well as attempts at clarification. Also- sorry, I somehow missed this part of your comment, but if history has taught us ANYTHING it is that nobody GIVES power away, (unless they're looking for a fall guy- & that's only ever temporary) That's what revolutions are fought over. I, for one, suggest that we do not get ahead of ourselves....As much as I love the idea, even I'm not THAT out of touch w/the pulse of the society in which we live. If that was able to happen, it would have ALREADY HAPPENED w/EVERYTHING that the state sanctioned murder (after the fact or not doesn't matter if the outcome remains the same....again, & again, & *AGAIN*) of George Floyd, *R.I.P.*, came to represent. Although I do admire your spirit, & would proudly cosign for you for eternity on that tip... Once again- just my personal opinion, & while not the same, is a set of issues that's been ignored for so many for so long that one day will be like an abscess come to a head, & we as a society will be lucky if the pressure from such a grievous injury does not cause us to lose what basically will amount to the equivalent of a major limb due to our self imposed ignorance/denial imposed upon us through fear- It's like we've given the powers that be the green light to tell us that they've only left us on spin cycle cuz they are doing all the work for us that's getting us cleaner & cleaner- in the meantime, all we smell is sh*t, cuz *WE THE PEOPLE* are *ALL* on our way to the sewer. We all see it- but people think it won't happen to them...til it does. "A society is measured by how it treats its weakest members". And that is *NOT* just/only my opinion.
My brother started working for CPS and I learned a few things I found interesting. Most of the people he works with haven’t been there long, there’s a high turnover rate of workers. It’s hard to find the answers to questions because, most people haven’t been there long. A lot of the people he works with, have degrees in things, like fashion. The intake calls, in my area, go to one large state answering service and they aren’t on a local level. My brother is only there because he has an autoimmune disease and needs the insurance, as soon as he finds a better job- he’s out.
I don't mean to sound harsh but cps is not a place to work just to have insurance and then leave. I think that's part of the problem. That kind of cold, selfish intention has no place in an institution where helpless children are at risk and need someone who actually cares. People who work in that type of work should have a genuine passion to help children. If they don't they have no place there
@@monkeygod7503 a lot of people start there with good intentions but they are overloaded with cases and underpaid. Some people can’t survived on the low pay and it’s emotionally exhausting, that’s a lot of stress
Being an active drug addict made me do alot of horrible things ( stealing from my grandparents was the worst) but if someone doesn't care enough about their kid to sell them for drugs then there was something wrong way before the drugs
As a foster parent it was so tough but I always felt for my social workers. They are so so overworked. How do we make this better? I want to be a foster parent again some day but the idea of dealing with state agencies again wigs me out. 🙁
What’s more saddening is now with the recent changes there’s going to be a whole lot more children in foster care a system that’s already broken and can’t even handle the case load they already have. I hope they find this little girl and I hope and pray that there is some closure for those who cared and loved her.
I am SO glad I no longer struggle with heavy drug addiction, it certainly did destroy not only my life but it did a lot of terrible things to my family, I rightfully lost custody of my son it was my love for him and ultimately my need to be a GOOD mother meant more to me then running the streets and only by the grace of God do I sit here today, sober for quite some time now waiting to pick my son up from his dad's house in a couple of hours i don't know how I'm not dead, how my son (who is almost 17 now) seems to be doing very well and is a HAPPY, BRIGHT, KIND, INTELLIGENT and AMAZING young man with the best attitude.... I just feel beyond blessed for this other chance at a new and better life bc I know all to well stories like mine more often end up like this video and not what my situation turned out to be
You're doing an AMAZING job! Thank you from the bottom of my heart. Those children need help because they have been let down by the system that should protect them.
It’s obvious the house caught fire due to a meth lab in the house and that’s why they didn’t want the fire department called. Maybe Oakley got ahold of meth then overdosed. It’s sad that Cps never followed up with the case to check on the kids. She never should have been taken from the foster parents. She would still be loved and alive.
Just got the point of the interview where my thought was basically almost clarified. The kids did have meth in their system and one in their hair. Meth is such a strong drug and I could never imagine how a CHILD, a BABY none the less, would feel with it in their system. That breaks my heart 💔😭
Some follow up questions for the head of DCYF. Is he aware that child abuse happens in private? If so, why did he emphasise “actually seeing it, witnessing it”? • When asked _how_ to report abuse, why did he respond with examples of child abuse & neglect DCF does _not_ want to hear about? •Is it within DCF policy to not investigate child neglect? What policy? • Is he aware that child neglect is one of the four primary forms of child abuse? • Is he aware that, despite telling the public not to report a child turning up to school dirty every single day, a child not having their basic hygiene needs met is one element of neglect? • Is he aware of the risk factors for other forms of abuse, and health conditions, correlated in children who are neglected? • How does he quantify the impact of him telling the public that DCF does _not_ want to hear that a child is being neglected? *Why is he relying on discouraging reports of child abuse to drive down the annual 40,000 reports, rather than ensuring that there are appropriate caseloads in line with state law with a top down approach?* *And if Oakley’s body is found- How well will he fare with public scrutiny?*
I can’t believe he just said not to report children coming to school dirty every day. That is a form of neglect, especially when their clothes smell like cat urine!
@@vanessaprante1648 I’ve never done social work and I knew. I think the head of DCYF doesn’t really grasp child abuse/neglect. He’s definitely coming off under qualified. It seems some executives are so high up they really don’t know what goes on in real life. Idk 🤷🏼♀️

This man is dancing around like he’s going to get caught with his hand in the cookie jar. It’s sickening! Why can’t we be responsible ourselves and help the kids? What a crazy world.
This is what I keep commenting on these interviews. A couple of my friends have expressed the same thing. They work for CPS or an affiliation and they can’t get anything done. It kills them to see these kids in the situation they’re in and handed right back to the abuser parents. They need to get something done. They need more workers. I believe if they were given more rights the workers would want to stay more often than not because they would feel like they actually had a sayin helping the children.
@@sherrihannah8294 They did call for a welfare check and the parents just said the child was with her grandparents. They should have demanded the name and address of the “grandparents” or made the parents get the child from the grandparents and produce her in the flesh. If they didn’t, throw them in jail.
@@thesacredmountain3448 honestly I’m not sure. From what I’ve gathered from my one friend specifically is that it is so difficult to actually help a child that is suspected to be suffering from abuse because the case worker only visits either once a week or once a month (I think it depends on the situation) and there are only so many things that they can ask without violating the rights of the parents. My friend will drive almost an hour to get to one of her families that she visits and she can report back that there seemed to be either improvements or not but she is very limited in the time she is allowed to spend and the question she is allowed to ask. I almost feel like if they were allowed to maybe record conversations with the child to present to a judge/officer or something like that that maybe giving those sorts of rights could make a difference.

Sixty eight cases that ended in the death of a child, & they can’t or won’t come up with a law to protect them.
Repugnant!
👏🏼👏🏼👏🏼👏🏼👏🏼🙌🏼🙌🏼🙌🏼🙌🏼
Excellently stated! Thank you.

Why is it not a crime to report a missing child with 24 hour period.?
It is....in Oklahoma we are required to report directly to DHS no going through the principal or administration because there is always an issue of the child being checked out of school..they secure the child and go forward from there...
I said the same thing!
Less than a year for each, no charges filed for missing child. Wonderful.
This man interviewing is awesome. He ask great questions. I hope this little girl is found. The country is seeing way too many cases like this 😪
Reminds me of my first grandchild, burned up with his 11 mos old sister, in trailer fire while 3 adults left them alone to make a beer run before 2:00 am. They returned to the trailer on fire. 31 yrs ago. My son's first child, dead at 5 yo. Multiple complaints to DSHS, EVERYWHERE the drug dealing Mom moved. She & the baby girl's dad both served prison time. We still cry...July 15, 1991.
I feel so sad for your loss of your grandchildren. How devastating that would make me feel!
Such sorrow forever. Not many words, just sadness.

I am so sorry for your loss. It's so sickening how some people treat the most precious people in our world.
So glad you got clean for your baby! Praise God. It’s hard work, but also a miracle!
*I wasn’t smoking and had put all my personal stuff away.*
I immediately took the baby into another room and as soon as they got high and left I called CPS!! the baby did get taken away for awhile. They’re both sober and have him back now though!
So glad you got clean for your baby! ❤

It breaks my heart when sisters that are so close together in age are separated from each other. That’s another issue that happened here…
I was thinking the same
Yes I was thinking about this too - so much heartbreak for the remaining sister, and this will haunt her into her adulthood. 😪

The dad was a cop. Wow
Thank you for your heartfelt comment, and sharing the on-the-front-lines of your experiences. And, thank you for your 20 years of service to our vulnerable and precious children (and their families).

So sickening! These children need everything we can give them so they can grow up loved and well cared for. Unfortunately, I think Oakley is another child lost by the system, never to be heard or seen again. Those 2 people are NOT parents. Parents do everything for their kids!
That’s right 🙏🇺🇸
Unfortunately, my siblings and I had a covert narcissist for a mother. She destroyed us all, our father included, due to her pettiness, rage and jealousy. The only reason why she never killed any of us was due to her terror of being arrested and having her stellar reputation destroyed.
Not on drugs..the drug comes first unless they get miraculously recovered from their addiction.
I agree 💯
Years ago I was a foster mom in Washington State. I finally had to stop fostering, unfortunately. I made this decision because I couldn't get the State to provide me with critical information that I needed. They lied to me over and over again. This State should be ashamed of their foster care and CPS system. It's very broken!
I hope this little girl is found alive. I'm praying 🙏🙏🙏🙏🙏🙏🙏🙏🙏🙏

@@Wattsupwithhybristophilia That's exactly what I've feared to be the case. I knew it looked like a remote, isolated and wooded property, but I didn't know how gargantuan a piece of land it was. Good luck to those in a search of that land, if they ever get a warrant. I also mentioned, in a different comment, that i found the mother's comment to the other daughter both chilling and telling---about that Oakley "was no more" and something about wolves. My thoughts were that she was actually revealing that Oakley is dead and that her body is somewhere in the wilderness, where "wolves" (any wild animal scavenger) might eat her remains. If this scares anyone...well, it SHOULD! Such is evil.

Unfortunately I believe the detectives wish they could be made to talk too x
A couple of backhanded slaps to their faces might loosen their tongues
I’m so sick of seeing “the social worker shouldn’t have returned her”….SOCIAL WORKERS FIGHT HARD NOT TO….it’s the damn judges in our way who refuse to listen to us. All they care about is “reunification”. JUDGES RETURN KIDS, not social workers!

My ex wife was fostered as a teenager in a home where the foster dad had sex with one of the foster teenagers. How is that allowed? 🤔
My mother n stepfather were foster parents when I was in high school. After my own children were molested by my stepfather I found out he was caught by my mother molesting the foster kids and no one ever did anything! Washington child services has always had problems. This happened in the mid 80s. Just sick! I personally want them locked up. I tried n still nothing happened. They deserve prison!!
DCYF needs to be held accountable. Get this dude out of his position. If there is nothing to hide why hide? This is so sad, I always keep an eye out for this poor child.
Childrens Aid? That's Ontario Canada yes?
Im in London Ontario myself and your story is so familiar as I've seen it happen to so many ppl I know 💔
The mother did something. That baby is probably gone to heaven.

If she didnt do it she would have made a deal. Her staying silent is enough evidence for me.
You never speak to or admit anything whether guilty or innocent. That's common sense. You shut up and get a lawyer.

Yup....agree on all points, and I hope they get Mr. Hunter out of there.
Excellent, succinct and insightful points. Thx for taking the time to write out those thoughts.
Hey Tam! Well said! I agree
nah, this is an awful solution. indefinitely detaining someone who is a suspect isn't legal for good reason, and arguing that there needs to be evidence to prove innocence and that guilt should automatically be assumed undermines the whole justice system. sure it makes sense in some cases, especially when it is clear who the likely perp is even without evidence, it's still not just. mistakes can still be made. frankly CPS needs to be overhauled. a large fraction of those children who die are known to child protective services, and all too often we've seen that social workers ignore warning signs or don't conduct follow-up visits. these parents for whom custody is revoked or who are being closely watched also should really need to visit classes of some sort with their children, both to foster positive child-rearing skills but also as a means to keep tabs on how the children are being treated.
@@Dee-oj5zm I think you're wrong to blame the social workers. Perhaps the details of the system, within which they are required to carry out an impossible assignment, yes! Releasing information isn't weaponizing CPS!! Nice try. The safety of children is the first and foremost, in fact only, priority we should have in these situations. Sect. Hunter: for someone who "doesn't know because he's not a lawyer" he sure seems to know a lot about what he legally can't say.

NEWdansuyume Golly! Yes. I agree. ASIDE from the fact they collected the benefits/money, scum like this ALWAYS want to have the upper hand, and win, regardless of circumstances. Them already selfishly collecting benefits, WAS a way in their minds of winning, so what would be the ultimate win? Possibly to NOT bring her back to those who truly love her.
👆WHAT SHE SAID
Oh mylanta!! You just said what it took my scatterbrain like 10 paragraphs to even TRY to convey.
I just want to be able to lay my head down at night knowing that nobody ever has to wonder if a child is missing due to being murdered by their biological contributors, while they, (said contributors of biological materials) sit in what looks like protective custody, most likely PC'd up as well, while a lawyer defends their, (b.c.s) rights to privacy, instead of the judge in their, (the b.c.s) case just throwing them in the hole, (or whatever legally is the next closest thing) until they, (b.c.s) comply on the grounds that they, (b.c.s) are interfering w/an open investigation- for starters.
Excellent reporting! Well done. Now lets find Oakley.
Agree!
Heartbreaking they took her from a loving family.
11:30 that anger is so real amazing reporting
justice for Oakley 😢
What? Dirty and disheveled means neglect?! That would be one of the boxes to check.
This reporter is top notch! Love his passion. I hope the people get some answers. Great report.
It's weird watching a reporter do his job on reporting the news. It doesn't happen too often.
Being an active drug addict made me do alot of horrible things ( stealing from my grandparents was the worst) but if someone doesn't care enough about their kid to sell them for drugs then there was something wrong way before the drugs
You are an awesome journalist ! I greatly appreciate the work fox 13 has been doing, excellent work and please keep this story alive.
As a foster parent it was so tough but I always felt for my social workers. They are so so overworked. How do we make this better? I want to be a foster parent again some day but the idea of dealing with state agencies again wigs me out. 🙁
He said what he doesn't want people to report "is a child coming to school dirty every day". Wtf?
Sad beyond words!! Glad police is still looking for her!!!!
*Why is he relying on discouraging reports of child abuse to drive down the annual 40,000 reports, rather than ensuring that there are appropriate caseloads in line with state law with a top down approach?*
*And if Oakley’s body is found- How well will he fare with public scrutiny?*
I can’t believe he just said not to report children coming to school dirty every day. That is a form of neglect, especially when their clothes smell like cat urine!
He has actually never done social work so unfortunately he does not know. He came from the Department of Learning side when the merge took place.
@@vanessaprante1648 I’ve never done social work and I knew. I think the head of DCYF doesn’t really grasp child abuse/neglect. He’s definitely coming off under qualified. It seems some executives are so high up they really don’t know what goes on in real life. Idk 🤷🏼♀️
@@annleerinehart7348 I totally agree with you. I know him in other ways and appreciate he isn’t afraid to get his hands dirty….but in child welfare he is definitely not well-informed of how the job works.
I pray they find this precious girl safe and sound soon. God bless.
This is heartbreaking. I will never understand how anyone could ever hurt a child, NEVER! 😪❤️🙏
They should have called the police for a welfare check if CPS wasnt helping.
@@sherrihannah8294 They did call for a welfare check and the parents just said the child was with her grandparents. They should have demanded the name and address of the “grandparents” or made the parents get the child from the grandparents and produce her in the flesh. If they didn’t, throw them in jail.
What do you mean by giving case workers more rights? Do you mean give them more power?
The entire system needs to be taken down and restarted, more employees and ACCOUNTABITLTY!!!
Why is he being released if they are not offering any information about where this beautiful little girl is that makes absolutely no sense
Thank god for people like him!!!! What an amazing, caring journalist that's actually trying to do good, make a difference & a voice for those that don't have one!! He's amazing & is actively, trying to do good in the world , need more ppl like him! He should be protected at all cost!!
