RR is such a beautiful stage and I'll never forget playing the Generations stage for the first time when it was new when I was 12. Stuck with me since!
Nice list! Seaside Hill is definitely one of my favorite stages in Generations as well. Although for me, my number one would definitely have to be Speed Highway. That stage gave me everything I wanted from a reimagining of it.

Rooftop Run(I think the remake is a bit sensory overload, especially in the Classic stage when I need to dodge a lot of stuff) 6. City Escape 5. Green Hill 4. Crisis City 3. Chemical Plant 2. Seaside Hill 1. Speed Highway
My issue with Speed Highway in Generations is it has no narrative importance in SA1. When I think of adventure I think of the Egg Carrier or you could have chosen an Emerald location.
I think to me I do give Speed Highway points for having some of the most iconic setpieces in Adventure, like the road corkscrew and the Goin' Down section. Even if it's not entirely story relevant to Adventure, it's a standout stage

Modern seaside hill is a masterpiece. It's perfect. Best stage in the game, and the second best level in the series. Also, I agree, Planet Wisp is underrated.

I'm Crisis City Act 2's biggest hater ngl. I'm baffled that they chose Act 1 to include a bunch of references and callbacks to the OG stage, and not Act 2. A lot of the cool sections and gimmicks from the original are absent, and while the new level designs are absolutley great they kind of lack of the spirit of the original. They could've brought back the skateboarding, the rail grinding, maybe pull from Shadow and Silver's versions a little, but instead it ends up feeling like a generic fire/city level in a game that already has an issue with too many city levels. The unique tubular architecture and downwards slope to the level is gone and replaced with some rather tedious 2D as well. Of course the inverted mach speed section is the highlight here, but it feels too little too late to me. Still a good stage, but I think more couldve been done with it.
Honestly my biggest issue with Sonic Generations is the level selection itself. Don’t get me wrong, there are some great choices here(except planet wisp) for the most part the roster is just multiple grasslands and cities. Out of all levels I could give a pass to, Seaside Hill is more unique to Green Hill and Planet Wisp with the beach and ruins theme it has. Speed Highway, even though I love it could have definitely been switched for another level. I feel Red Mountain would be a good choice. City Escape and Crisis City I can pass as well, City Escape is a level too iconic to leave out of this, and Crisis City feels more unique compared to the other city stages. Rooftop Run could have been replaced with so many other levels. I’d say a good choice would maybe be Cool Edge, as Gens didn’t really get any good looking snow levels. And Planet Wisp. The same as Rooftop Run, any other level could have replaced it. But preferably I would want Sweet Mountain or Asteroid Coaster. Sweet Mountain is very unique compared to the rest of Sonic’s levels, and Asteroid Coaster would definitely be a good level to end off in. Sorry for ranting but I needed to get this off my chest.

Idk about this City Escape. Most Act 2 stages feel good in Gens to me, but this one is the one that lefts me thinking "... Meh ..." like I just played a Forces level. The reason being, the level doesn't really reward you a lot for the paths you try to think about, the whole skatebord section is made to be better in a straight line, the car section takes a fat chunk of the level, and the 3D ones are much inferior to their SA2 counterparts, there is little room to express your skill in this level overall, and it just feels a little boring as a result.
Generations is the best gameplay for the majority of the audience. I prefer the more open feel and easier to turn left and right of the adventure era. Modern Sonic feels to Hallwayish even if it is consistent overall across the series
