I'm gonna call it: I think Lugia is gonna be great. Aeroblast has better coverage overall, it gets Psychic, Surf, and good TM coverage, and it's bulkiness means it can try to cheese Red with rest strats.
Not only that but IIRC Aeroblast has the same base power and accuracy as Sacred Fire, it also has a higher crit rate - so even though Lugia has lower base attack, it should be able to cinch certain kills better.

Hey nice! Gen 2 is very nostalgic for me, and despite the general focus (so it seemed with the movie ect) on Lugia I always preferred Ho-oh. Ever since I saw the first episode of Pokemon back in the day the idea of undiscovered Pokemon is what drew me in, and Ho-oh was like the representation of that. @14:50 However, Karen has Vileplume and Umbreon, my favorite evolved pokemon in the first 2 gens. One cannot fault Karen's good taste, truly the Best Girl in the series.
I think it would have genuinely been faster to use Gust over Fly. Prior to Gen 4, Fly is 70 base power, so Gust (power 40) does more damage over 2 turns, and has more than twice the PP so is more PP efficient. Might have had to grind for Lance, since the immunity turn from Fly was relevant quite a bit there, but I feel you'd have saved time overall due to needing less PP restoration + faster kills on rando trainers for whom Fly was needless overkill.
Same tbh, I can forgive Gen2 since most of us had already seen Ho-oh in the anime and that Lugia movie came out to promote the games. Plus those two games were the first time they did the box legendary thing. After that though, I feel like it kinda makes “Legendary” Pokemon feel less… well, legendary. The way Mewtwo isn’t even mentioned in-game until you reach the Mansion on Cinnabar Island, and is then alluded to as some untameable force of nature really does a great job of building up the tension for that final battle. You can’t even attempt to fight the thing until you’ve basically already done everything else so it really feels like a true final boss IMO.

Chuck tosses a boulder to tell you how strong he is, because like so many fighting gym leaders (like Bruno), he confuses his physical strength/prowess with actual competence as a trainer. Those poor mons tried, but their trainer is a musclehead that tells his water type to use surf on only one of its turns, so the fight was almost certainly lost from the get-go.
