If I had to do something with Red Claw, I would make her a cult leader akin to Mother God from Love Has Won. She created this insane cult of personality that she lost total control over and almost became enslaved by her own followers who stayed delusional even as she begged them to cut it out while she was dying of cancer. It would not only be darkly funny, but also show how real life cults are much less organized than groups in comics like The League of Assassins.

Red Claw as a villain could have been a great fit for GI Joe or James Bond as she reminds of those kind of characters you would have seen from them, she had a great design, dark red jumpsuit, long black hair and a legit badass who could more than hold her own in a fight. Kate Mulgrew did a great job delivering a villainous voice performance and made her feel evil. I would have liked to have seen more of her in the show and maybe do a follow up episode in TNBA taking place after The Lion And The Unicorn where she could have actually learned Batman's identity after their little throwdown in the Batwing where she ripped off his cowl. A team up story with Red Claw and Ra's Al Ghul would have gold. Such a shame she wasn't used more in the DCAU, i liked her.

A team up would be interesting, but doomed to fail. Ra's would inevitably try to make her his underling, as we know he doesn't respect women as equals or successors and she'd never tolerate that. But I think that's a much better angle than just another "Blankety-blank is really a WOMAN?!" The two knowing one another's habits and trying to double cross each other could have been interesting, and given Bats a crack in the armor to attack.
I've always thought he and Ivy would make a perfect combo but would never get past their sexism hangups, though I like your idea more. Red Claw and Ra's al Ghul can at least pretend to play nice up until the 11th hour. She may even able to get Talia on her side. So many potential twists and turns. A+ idea.

I think another thing that hurt Red Claw as a villain was the voice performance by Kate Mulgrew. She was obviously an American actor putting on an over-the-top accent, and as a result, she sounded just this side of Boris and Natasha. It was much more of a broad "cartoony" performance than BTAS would later do, and it just didn't fit in with what the show eventually became. But it was an early episode and I'm sure that voice director Andrea Romano was feeling her way through as much as anybody.

I love the fact that she has a powerful CEO who completely devoted to her without subterfuge, usually wealthy businessmen who collaborate with Bond-like villains do for selfish reasons. Just goes to show how charismatic and persuasive she is that she can attract someone like that to her cause despite all the wealth and power his position gives him, which would not give much incentive to join her. I thought she was good villain that could have been great if more detail was given about her, she was just underdeveloped. She really managed to give Batman a run for his money and pulls of an elaborate plot and is able to marshal vast resources covertly, showing she is very capable. If they developed her more she could have worked as a comic book style Carlos the Jackal/Hans Gruber like terrorist for hire or Cobra Commander if you want a generic authoritarian ideology as motive and maybe even someone like Cane from Command and Conquer as a leader of Militant Cult bent world domination, she had a lot of potential despite how little we see of her, but none of it realized.

You probably know this already, but the original incarnation of Cat-Man, with the yellow and orange costume, is in the public domain, and has shown up in some non-DC cartoons and other things. Something you'll want to mention, I'm sure. A TH-camr named Austin McConnell has done a video about this character. (The BTAS version is obviously very different and would not be in the public domain.)
The most notable thing about Red Claw is that she's voiced by Kate Mulgrew, Star Trek Voyager's Capt. Janeway, and also appearing in the first aired BTAS episode. And Batman's "I'm an equal opportunity crimefighter" line was amusing.
In the US, "The Cat and the Claw" part 1 aired on Saturday. Part 2 didn't air until the next Saturday, with other episodes airing weekdays in between. I remember I was videotaping them, so used a separate tape for this one so the episodes wouldn't be separated, then later used that tape again when the first tape with the weekday episodes was full. The fact that I remember that more than what Red Claws plan was is a sign of how uninteresting it all was. (But even this episode was much better than most cartoons that preceded BTAS.)
Regarding why her men are so loyal: it's been a while since I've seen these episodes, but I don't remember anything in the show indicating that they followed her due to being attracted to her or them worshiping her like a cult leader or anything like that. I assume that other criminals just work for her because she's not as crazy as someone like The Joker.
Maybe another incarnation could just have Red Claw treat her employees really well. They don't want to work for someone else because the rest of Gotham's criminals are crazy and just as likely to kill their own henchmen.

I do believe simple and on off villains can have their fun, andhaving a villain from outside of gotham during bad things and all good. though But i think what would benefit her, character without changing too much. Is to take inspiration of from a simialir but more explored character. Like the character of Balalaika from the anime Black lagoon ( an anime that takes place in city more corrupt that gotham but without a batman. Both Red Claw and Balalaika are both Multinational villains from Russia, who both commands her former units of special forces, with a well established loyalty and respect. And this Loyalty and respect goes both ways. as seen in the two first episode of the second season of Black lagoon from those who works under them. In Balalaika case its her old KGP unit that followsa her after they got dismanden. Maybe Red Claw could have worked better as a recurring enemy of Catwoman like Roland Daggett, but as you said her voice and aesthetics suggest a foreign origin that would take time to decently explore in a show where every minute is precious.
Or maybe she was just a time-lost Captain Kathryn Janeway and her loyal crew trying to gather the money needed to repair Voyager all along.

I imagine in today's world, she would make for a good 'Wagner' style villain; basically a foreign group or powers outfit that has been set loose on the world. The problem with her is that she was left untouched, but she is still fully workable.

The author of the “April Fool” Trilogy (which deals with the discovery and subsequent emotional fallout involving the Joker’s daughter--and KISS makes an unwilling cameo in it when Joker finds out that his “precious little princess” is in major love with Starchild) has theorized the possibility that Red Claw and the Baroness from the 1980s “GI Joe” cartoon are sisters. If such is indeed the case, that would certainly explain a lot. Part of of the problem with Red Claw's overall presence is that she just comes across in very respect as quite boring and pretty much just feels like a failed attempt at a Bond villain, minus a fun personality (which at least half Bond villains also lack). Worse still, her initial introduction derails Catwoman's introduction to the the show, which I felt was unfulfilling to begin with, and just feels like her plot hijacked Catwoman's plot until it results in a bit of a cluttered mess (meaning the Cat and the Claw Part 2). When it comes down to it, Red Claw failed to leave a lasting impression or elevate the plot in any meaningful way.

There was a whole wave of generic motiveless terrorist characters in 80s and especially 90s media--to the point that I remember when 9/11 happened, at least one writer described pre-9/11 terrorists as "the idiots who fire mindlessly in all directions in action movies". I think part of it was the impulse to recycle Soviet spy/communist guerrilla tropes into a world where the political landscape was changing so rapidly that kids' media in particular couldn't keep up. (The Carmen Sandiego show had a disclaimer in the credits saying that all geography facts were accurate as of the date of filming--that's how fast borders were shifting.) Tying Red Claw to a particular place or ideology would have seemed like a terrifying gamble.

Not every villain needs a sympathetic back story, and they were especially bad about this with their female villains because "women can do no wrong". Having her be more like Rupert Thorne or Roland Dagget is actually refreshing.
The only other female villain I can think of off the top of my head that is just a greedy, murderous psychopath is Throne's henchwoman Candice. Though she definitely got fleshed out more.
All those other "they're just evil" villains I mentioned are still interesting. So it is probably more just an issue of them not being all that interested in fleshing her out.
Since they did have a lot to say about corportate corruption, government corruption (where they could), eco-terrorism, and fascism it might have been interesting to have made her a statement on communism.

Red Claw: Here's the plan. We get the warhead and we hold the world ransom for... ONE MILLION DOLLARS!
Mr. Stern: Don't you think we should ask for *more* than a million dollars? A million dollars isn't exactly a lot of money these days. Multigon alone makes over 9 billion dollars a year!
Red Claw: Really? That's a lot of money. Okay then, we hold the world ransom for... TEN... BILLION DOLLARS!

The sewer king did actually appear in the comics, he was very quickly killed off.

red claw's thing seems to be she exists solely for the whole "big bad is actually a woman" twist and a mild comomentary on sexism (even her comics version reflects this) but isn't made to be a compelling or interesting villain. her design is fairly blandyet servicable, and her personality is pretty...generic, much like the catch all of ehr being a 'terrorist' but without any actual allegiances or goals beyond money (which is something you'd get from any villain really).
Nothing really made ehr stand out beyond her gender, which is a shame as there's so few female villains they could've done with making one of their first in the show be actually fun or interesting.
perhaps instead of sexism have her be a social darwinist who wants to become the strongest and beleives killing a bunch of people will prove her pwoer or soemthing, or maybe jsut make ehr a cruel sadist. Just...do SOETHING with her.

Now we need someone to rewrite her to be like Vladimir Makarov from the MW series

As generic as Red Claw was, I do wish that she had at least one more appearance in BTAS. Maybe have a 2-part episode where she becomes obsessed with the identity of Batman, to the point where she holds Gotham hostage and threatens to blow it up unless Batman takes off his mask and reveals himself throughout the world. This could've been a proper conclusion to her character, as she did managed to unmask Batman at the end of episode The Lion & The Unicorn, but was unable to see his face. And since Batman was able to thwart her plans twice, this would be Red Claw's desires to get revenge on the Caped Crusader for interfering with her plans.
