Также, "Если бы я был президентом, я бы изменил этот закон". То, что это происходило в прошлом, должно быть понятно из контекста разговора. Или нужно добавить поясняющее слово, например : "Если бы я ТОГДА был президентом, я бы изменил этот закон"
Also. The fact that this happened in the past should be clear from the context of the conversation. Or you need to add an explanatory word, for example : "If I had been president THEN, I would have changed this law"
