You actually don't need a license to distribute porn. The only thing needed is records/proof the actors are not minors. Several reasons why this is so is because it nets $2.5 Billion a year in the U.S. alone. (that's a lot of tax money). And #2 it's protected (somewhat) by the 1st Amendment (Free-speech). In other words the U.S. is like "go ahead. knock yourself out with the pics. Just make sure it's taxed". So if anything you might be able get them on "tax evasion".

The other thing is, I'm assuming none of these women filed for the copyrights - which makes it very difficult to actually determine proof of ownership. Also, not keeping any records or declaring the money on taxes..Not only that, but these women clearly are hard up for money and likely can't afford an attorney, and no IP lawyer is taking those cases on contingency. Do you have any idea how much it would cost to build any sort of solid case on whoever leaked the content? It'd probably run you, at minimum, $25-30k for all the investigative work and continuances.
