The exact same reason that The Specter is almost always sidelined over in DC. When you are the Wrath of God, or a Spirit of Vengeance you play in very different sand box then most everyone else.

It was a great line, as it really showed the despair they were facing, they had killed Hulk's wife and child, and destroyed a planet he was literally destined to rule in a proper way.
Just imagine being Ghost Rider though after he takes full control and sees the visions of the hulks experiences...

Well arnt the Illuminati innocent tho? I mean hulk came back to earth to get pay back for the explosion that hulk thought was caused by the Illuminati but in truth is was the red king loyal followers and meek. So imo this does not make sense that the spirit of vengeance just leaves.
The only things in the marvel universe that can stop ghost rider permanently are things of holy nature. Anything on the physical realm, like anything hulk throws at him won't put him down permanently.

Dr.Gonzo 66 but it's also possible for him to resist it. Some noticeable characters who have resisted it are Venom, Deadpool, and The Punisher.

Dr.Gonzo 66, only if he regrets his actions. As Punisher felt no regrets so he was unaffected

well, if I remember correctly, the penance stare takes it’s power from the guilt in their soul. so even then, hulk does not feel guilty, even when he is.

That's the problem with alot of badass characters like ghost rider. If they leave him as powerful as he should be then there isn't much of a story.

This is one of my favorite storylines! And that last line where he explains why the Ghost Rider left pretty much cemented my view that what the Hulk is doing isn't wrong, yes I'm aware of the plot twist at the end.
This is one of those few storylines where you've got an actual reason for the heroes to fight AND the fight relatively doesn't go too far like with Civil War or AvX. The Hulk, even though he could've, didn't kill the Illuminati nor any civilians. His endgame was literally just to destroy part of the city. That's it.
The ending was satisfying because it proved that the Hulk, as mad as he was, was still a hero and not a monster.
Johnny blaze is out. Zarathos in control, stares at hulk and hulk stares back.
We can assume Zarathos performed the penance stare, but the hulk is not guilty. This is supported by Strange’s dialogue. Or, like he said in the beginning, it was not his concern so therefore he just left.
Either way, had that battle taken place, it would have been intense.
Ghost rider is not underrated.
The fact that the fight never actually happened is proof of marvels respect for the “real” ghost riders abilities.
Hulk would get his soul sucked out and juice ghost rider even more with that power

Ghost Rider in Zarathos mode is unstoppable, I would love to see Garth Ennis write Ghost Rider vs Marvel Universe.
But Comicstorian you should adapt Garth Ennis's 2 Ghost Rider series he wrote, both drawn by the amazing Clayton Crain, they are proper grindhouse shizzle.
