So because his father is the hulk he's able to transform, but unlike Bruce banner who transforms when he's angry or stressed, skaar can transform at will.

I felt that it was banner force fully exerting his control on the hulk to prevent the one phaset of the hulk who can take control of his body at will, from reemerging. i would say banner fears the Green scar cause he is the true bruce banner and as such he has him locked deep down.
