I mean, this video is one big, very enjoyable ad produced in collaboration with Paradox Interactive (note the asterisk on the resident models and him being goddam flown out to Germany for Gamescom) and he simply asked if the VAs could do a small bit for his video, not every VA is $500/h so asking them to record a few seconds of unique audio for this isn't out of the question.
The editing before 13:15 was already so good, and then at 13:15, it went god mode holy moly.
