I guess you were in a 4+ player fight where you were fighting just one faction until later on, you encountered Space Marines? That's the only explanation I can think of to where SM can be tier 3 without you even fighting them at all up to that point.

Flak armor is tough AND cheap enough any modern army would invade you to get it (Seriously, stopping rifle bullets like it were nothing is astounding in terms of defensive power, especially for something that's commonly compared in price and quality to a t-shirt). Guardsmen compare favourably in training and veterancy with any modern army (They regularly fight races and armies that are literally born to fight, and come out victorious despite lesser numbers in many instances, not to mention the fact most guardsmen are in the army until death, since many regiments have no such thing as a formal retirement program). Their officers have 10,000 years of traditions and a book of tactics so large and exhaustive it'd make any modern field manual look like a child's make-believe toy (When your Big Book of War has to be condensed into 800 pages "pocket manuals" and is considered a sacred relic...). Guardsmen have fanatical morale that'd make the most suicidally-devoted terrorist fighter look like an unmotivated coward in comparison (This actually applies to the entirety of the Imperium: They're incredibly fanatical by any modern standard; No army in history has casually used children as conscript bullet sponges without being desperate, whilst it's basically routine official policy in the Imperium. Obvious suicide missions in real life are commonly met with rebellions, especially among conscripts; Suicide missions in 40k are commonly met with a "By the Emperor, it shall be done!"). If you meet your enemy - just stalemate - if he caps with his scout - drive him off and buy time, you can fill your troops to 8/8 in that unit if you want . Upgrade Guardsmans and T2 ASAP. Upgrade range - now you can outrange the outposts (if you are careful enough). Allways micro your units, get commissars and plasma guns - they hit really hard with great range (longest range of infantry units in Winter Assault - thats for sure). CHAAAAAAAAAAAAARGE! When you drive an enemy unit off, order to 'move' after them. Guardsmans hit pretty hard when on the move - especially when compared to other units that do not. Get the tanks and pomp-out the cheapest ones (infantry transporters) - they have pretty decent turrets with range as well, and if your enemy doesn't have a proper anti-tank yet you can have easy map control for the moment. Whenever you rush more tech or try to push your tank advantage is your call. All I can say is that basilisk suck and cost a lot (unless your enemy plays a total trench war against you etc.).
Ork army charges imperial guard position on Kaurava. With Mek coming out of nowhere, blasting Chimera transport into pieces. Morale shatters. Heavy weapons destroyed, bunkers and bolter towers falling apart. With reinforcement platoon of Leman Russ tanks nearby, guardists need to hold position at all costs. In such dire situation regiment colonel calls for one last action, which can hold morale high. Bolter round cracks through body of retreating sergeant. "Forward you dogs! To victory!" Screams comissar. Retreat stops. Guardists start fighting again. Enemy attack is stopped. Line holds long enough for reinforcements to arrive. Orks are throwed back. "Orks..." Says one guardsman and spits on the ground. "Where is one, there is hudnred of them." Oh man, and now i need to play soulstorm again...

or get a plasma gun a Ministorum Priest with you
+Jesus Christ™ Make a Leman Russ and Basilisk supported advance using fully kitted out infantry squads with weapon type based on enemies present. Hold the line with autocannons and turrets, making tunnels wherever you go for rapid redeployment. Then have a sandwich on the corpses of space marines who were running at you slack-jawed and drooling a few minutes ago going hurr durr.

Start with generator -> Infantry Center.
Build ~ guardsman -> guardsman -> worker -> guardsman (from main)
Cap and build outpost on the entire map, do not fill your troops to 8/8 (yet).
If you meet your enemy - just stalemate - if he caps with his scout - drive him off and buy time, you can fill your troops to 8/8 in that unit if you want .
Upgrade Guardsmans and T2 ASAP.
Upgrade range - now you can outrange the outposts (if you are careful enough).
Allways micro your units, get commissars and plasma guns - they hit really hard with great range (longest range of infantry units in Winter Assault - thats for sure).
CHAAAAAAAAAAAAARGE!
When you drive an enemy unit off, order to 'move' after them. Guardsmans hit pretty hard when on the move - especially when compared to other units that do not.
Get the tanks and pomp-out the cheapest ones (infantry transporters) - they have pretty decent turrets with range as well, and if your enemy doesn't have a proper anti-tank yet you can have easy map control for the moment. Whenever you rush more tech or try to push your tank advantage is your call. All I can say is that basilisk suck and cost a lot (unless your enemy plays a total trench war against you etc.).

In such dire situation regiment colonel calls for one last action, which can hold morale high.
Bolter round cracks through body of retreating sergeant. "Forward you dogs! To victory!" Screams comissar.
Retreat stops. Guardists start fighting again. Enemy attack is stopped. Line holds long enough for reinforcements to arrive. Orks are throwed back.
