Montreal is. It is cheap for students from all countries. All of the 4 universities here are right downtown. You can walk anywhere. They speak 100 languages. Everything is downtown. Toronto is expensive and boring and too USA. Everything is in the suburbs. The downtown is dead. They only speak English.

my personal opinion is stay away from Quebec. get your PR somewhere else and then move there. immigration process in Quebec is horrible 🥲🥲🥲

you can start the process but you need to pass IELTS asap in order to get your place for January intake :)
