@sumomanify yes but it is a scripted to happen the moment you start your save. 3 they put in a bunch of none grarenteed encounters and random events that could pop up. Like random traders, faction battles, random creature fights, interactions between raids and brotherhood hood do not always start hostile till the raids try stealing the water
The randomness of 3 made it feel less empty than New Vegas. I've tried for over 10 years to like nv more bc the mods are so much better and I cant @@alexkole8096

The answer was always to commercialize it. Tragedy of the commons and all that. The brotherhood should charge traders to draw from the tidal basin or just sell the refill themselves. This will fund the brotherhood and the purifier. Prices will signal scarcity meaning more and more will be supplied to distant areas. This will also provide jobs for the established caravan guards and insurance agencies.
The idea of Project Purity is so stupid when you consider the fact that you can easily build water purifiers for settlements in Fallout 4. Just plop a purifier at every town in D.C. instead of dealing with the logistics of delivering water from the Jefferson Memorial.

Well think about it for a sec. Fallout 4 takes place years after 3 so Project Purity must be the reason why you can even do that in settlements with ease which honestly is way more effective that making all the water purified at once.

The sea will seep in and purity will clean it, after 250-500 years of constant cleaning most water and rivers will be safe to drink around the world. It short of the beacon of hope for all of humanity, most people won't be alive to truly realize it, bottle water for DC is just a bonus. Rain water would even be safe.

The enclave wanted to start a public water works with controlled levels of FEV anti-mutagen and centrally ditribute it in order to establish statehood, this is legitimate and something libertarians can agree with. This is why I support the enclave over the brotherhood. BTW, the brotherhood established a feudal autocracy but fail to protect anyone, whereas the enclave at the very least would have governed as a competent millitary junta. All of their genocidal orders seem to come from the president and desensitized officers but are carried out by terrified soldiers. That could have been a great plot point to discuss the holocaust and books associated with the men who carried out the massacres. Autumn probably needs a rewrite but if anything he had a dossier on dad and considered him a supporter of the BoS, which is a terrorist organization, and he was nationalizing the purifier to prevent their rule because he so believed in saving America from them. Remember the steel plague, in the first game they have the potential to cause a 1000 year dark age. I think the way to reconcile this with the fourth game is to say the brotherhood could also become a major development house under burgening American rule, and that they were leased parts and technology to build the pridwin, idk, it's a long shot.
