  • The mysterious group known simply as “The Hunters”, are one of the few enemies that the Division have encountered so far that have the ability to intimidate and over power the highly trained agents.
They move and fight an almost identical way to operatives of the SHD.
But they have one major difference. Rather than fighting for the community, and restoring order from those who wish to harm it…..their sole purpose seems to be to hunt down division agents, and slaughter them in a brutal merciless fashion.

Now with Rogue agents we can even see Hunters being steps way above those that have SHD improvements from Keener

It is a sad fact, but it ties up the danger of individuals with access or knowledge of the virus and technology.
It would be a difficult job for the agents to be activated to kill their own, but it would be one they would do to protect and save their country (and could be a force of indoctrinated individuals too).

Personally I think they are mercenaries rather than agents and they were hired by the industrial and political leaders that seek to start a new political dynasty via black tusk, it fits their sadistic desire to keep trophies
They obviously enjoy the hunt and take pleasure in what they do and being mercenaries would have no problems fighting agents if anything they’d see us as “big game” and considering how EXTREMELY obvious their handiwork is and methodology it’s hard to mistake them as another faction: do you know ANY other faction that slices off the right hands of dead agents?
I think they were hired to weaken the division long enough for black tusk to be ready however after being defeated both above ground and in the underground in the several months that passed were abandoned in favor of an all out invasion and being without orders devolved into killing machines that only know to kill us should they cross paths with us

1,aaron keener won't know too much detail about hunter, because he doesn't even know any agent outside of his cell.
2,besides, in Division 2, the hunters are not here to hunt you, they just hiding from everyone else, they only show up and fight when you know how to trigger them.
3,Hunters not linked with BT, because when Hunters showed up in New York, Bardon Schaeffer just started the recruitment for BT.
4,Hunters are SHD tech base units, when BT blowed up the SHD server in DC, without SHD support, they're just "regular ass-holes". maybe that's why the hunters are in hiding.
5,The reason Hunters are in DC, it's the same reason YOU are in DC, because the Hunters are also linked to SHD network, so they also heard the call from Ortega summoing agents to DC.
so I still think the Hunters are another cell in the division, a special contingency kill team to eliminate any rogue agent who are using SHD tech against US goverment.

    • @RaevenKS
      @RaevenKS 4 ปีที่แล้ว +11

@@ItsDobbie That may be a good thing to think about actually.
      Imagine this :
They are a specific branch of the Division. As per Division 1, iirc, each "wave" of Division agents has its own hierarchy and command line. They all obey to the same entity (US Government) but doesn't know each other, how they work, etc.
As Agent are dormants before their activation, so may be Hunters.
I can easely see Hunters being "the last protection", formed by a parallel Division-like force, using the same SHD Tech (because, let's be honest, SHD tech is surely the most advanced technology available at that time), brain-washed regulars guys, put in a "zombi state" once activated, becoming ruthless, unstoppable killing machine who's only purpose is to kill everything that is related to the Division.
Something else may be, as part of their "training", they consider "Rogue" each Agent that not only use SHD vs Gorvernment, but also talk to any "Rogue" Agent. As per Division 1, Hunters seem to be absent from the reality before the end of the Game, as if the "Activator" needed some kind of informations (such as 100% of Keener betrayal). With all the informations that Agents collected about Keener in TD1, that's when Hunters started to be activated, and then why they appear later on the game (in multiple game mods also). They hunt down Keener, any Rogue Agents, but also any Agents that, by any mean, talked to any Rogue agent, or even more, any Agent that may end up have a "relation" with any Rogue Agent. This mean that once an Agent knows about Rogue, or any thing that can shake US Government, they are part of the "Purging process". And then, thanks to SHD communication, each Agent have more or less a way to know other agents situation (e.g. Echoes are one of those way to do so).
Even if, IMO, Hunters are not Division nore SHD nore US Government related. They are just Hunters, they do this for Sports and fun. And they became insanely good at it, that's also why they are able to simply manage by themselves super elite Agents : As a Hunter, you win or you die. Survival of the fittest. You are the best, you live. How long ? Depending on how long you can survivre facing super trained 'lite Agents. Each time you kill an agent, you take his SHD Tech, but also the Watch, which is the core of any communications from Agent to Agent, helping you hunting more Agent down.
That's my theory, Hunters being simply Hunters.

@@YeahImChristian I already know that but it does not change the fact the strongest members of the Wolves are called Hunters with very close appearance to Division Hunters and they function as the elite unit that "Hunt" the player in the game using the most advance tech they get from Skell Tech which in lore of this world is the provider for the tech and gear used by Rainbow Six (all team members get their gear from Skell Tech), Ghosts (long time supplier to US military and developers of the Future Soldier Gears), and 3rd/4th Echelon (basically every single tech Sam Fisher use is Skell Tech).
Some hypothesis believe that SHD tech is also developed by Skell Tech due to their long running history being the main source of advance tech for basically every single Protagonist in Tom Clancy Games and long term connection to the US government for advance military gears only given to elite units such as the Ghosts and 3rd/4th Echelon.

Skell tech continues to provide the US government and the global market with Tech but they kept the capture of Auroa a secret until now which is a very big island and would not go unnoticed if the place was taken by force.
If anything the wolves most likely was already on the Island before the game events acting as Skell Tech private military force to guard the place thus they would have moments to sneak some Skell tech for themselves if some are former Ghosts thus supporting more on the theory that Hunters maybe former Ghosts since we know how the US Government is not afraid of sacrificing them for protecting assets they deem too valuable to be killed even if they gone rogue.

Kept secret due to the methods they have to employ, they were activated to deal with the rogue agents and due to the state of the organisation (lack of comms, ext) are having to assume all division assets may be compromised. Might also explain their collector tendency, not wanting SHD tech to fall into the wrong hands.

So I forgot about the Side Mission where you are attacked and stunned, and at the time I wasn't paying attention, later I jumped into a game with a clanmate and they did the mission and I realised the guy was a Hunter and I was like, Hmmmmmm, Plot Thickens.
So here is my thought, the Hunters are basically like the Predator, they want to hunt and take trophies from the best warriors they can find, hence taking the Watches.
Why they have SHD tech, well if you look at how when they are close to an Agent the SHD tech goes all Fuzzy my thoughts are they have stolen the Tech, maybe when agents died they took their watches, hell when the Agents were running from Keener you mentioned they ditched their watches, perhaps these guys found them and took them apart and figured out how to jury rig them in a way that causes them to block the signal, but let them still use SHD Tech, this could explain why it makes the SHD tech of Agents go all funky.
Now I will admit I'm sorta disregarding much of the first game, I kinda feel they were mainly just "added for extra challenge" which you said at start of vid as well.
In the Second Game you have to Solve Riddles to then do Actions that Spawn the Hunters, this is basically you calling them to the fight, sort of like when Arnie in Predator says "Don't pick upt he gun, it only hunts us coz we are armed"... BTW I'm aware there is a Predator mission in Wild Lands but that's just coincidence.
When you found the Dead Agent (sorry name forgotten) and it ends with you being stunned it wasn't coz he was afraid, it was that you were not ready to be faced, you hadn't proven your worth, the Hunter btw is in the same building as the "Demon" Hunter, you literally have to go under the window with the four targets, perhaps the "lead" the agent was following was he had solved a riddle and was going to see what it was about and got jumped and killed, then you rocked up and the Hunter was like, "oi, you didn't solve the riddle, Stop Taser Time, you can't shoot this".
So yeah my theory is they are really just maniacs looking for strong warriors to face them and when they win they take the technology of their fallen victims to add to their arsenal, perhaps they even share the tech they don't need, leading to the hap hazard collection of tech... BTW also in keeping with the Predator, they retreat, like the Predator did to heal when they can, sure it's not perfect comparison as it's in battle, but still...
Oh and it also works with their name, Hunters...

    • @munchmandrifta
      @munchmandrifta 5 ปีที่แล้ว +9

BTW thought about it some more, in the first game they attack during storm, when Division Agents are most Vulnerable, which does fit my theory.
      Think about it like this.
You are a Hunter you want to hunt Division, you got a Jury Rigged Watch and some Sexy SHD Tech, you wanna hunt down an Agent but you don't wanna get your Arse handed to you, like Predator (gonna stick with that as example), you go for a weaker target and in blows a storm and suddenly you get a ping on your watch... Time for a Test Run...
Skip Forward, SHD network gets shit canned, you get same Coords as SHD Agents, you realise it's Washington DC, hmmmm you think to yourself, gonna be Agents heading there... Perfect 😈
This theory also explains why you take their Masks as well... You solved their Riddle... Took on Their Challenge and Now Your the One Who Takes the Trophy!
Also they snuck in and put the Ivory Case and Carry the Keys so if an Agent Wins and Eliminated all the Key Bearers they get the Coveted Tomahawk Trophy.

@@flamingflamingo5932 that's because in 'The Division' , Hunters were main enemy of missions, they come with Boss & were really powerful than Div.2 hunters. Ubisoft ya Tom Clancy bring there Hunters for reasons that we gamer can get more challenge & interests to that game.
But in Division 2 , hunters are for a side short time to acquire those 12 masks. That's why when you goes without proper gear build , then you can't stand against their & get killed. But if you have proper gear build like raid, then you will feel that how can be they are hunters cause they can't stand in-front of you even few seconds. This is the difference between Division 2 hunters & 'The Division' hunters.

10:25 this makes me think they're more likely wave 1 agents unloyal to keener, from the second hypothesis. given the info from that hypothesis, it wouold make sense for the hunters to mercilessly kill any division agents they found in the dz. but since they ultimately did this to fight back keener, it might make sense that when keener left the dz for dc, the hunters followed and after escaping the dz and learning of the state of things, they realized they had been killing keener agents and second wave agents alike, accidentally making themselves an enemy to the division. in dc they still need to defend themselves against any agents since they are now seen as hostile, but since they don't intend to cause conflisct with the division, only keener, they don't shoot on sight anymore.
alos, this may be my own hypothesis, but im pretty sure keener was the one getting shd tech into the dz for his agents. but if i remmeber correctly that was either from the begining of the game or added in later, but still before the hunters were ever introduced. I think further evidence suggests they are wave 1 agnets since they found out about keener's plan to get shd tech, and then started to retaliate.

I think why hunters’ gadgets are more superior than a regular division agent is because of the watches they have. Because in the new Warlords of New York dlc when you defeat Aaron Keener, you get his watch and get a bonus on defense, offense, utility, and health. And because they have so many watches, they get a huge bonus on those categories.

    • @cl1cka
      @cl1cka 4 ปีที่แล้ว

Uhm - no. Keener's watch doesn't operate under ISAC, he used Theo to create Anna. That's why you get bonuses - it's entirely different system than ISAC.
It's like saying "If I wear 5 watches instead of one - I will be able to get bonuses to how long is an hour" :D
Plus if that was the case - you would have been able to get the watches of every rogue agent you killed and stack them.

But my new theory is that hunters are part of the military (Maybe marines, air force, army, navy, etc.) and they gave the hunters advanced tech, and their mission was to eliminate 1st and 2nd wave agents, wether they went rogue or not.
But I think the hunters are a more elite part of the military like the SEALS or FORCE recon, rather than just regular infantrymen. Thats why there are just a few, rather than an entire army.

The Hunters being Keener's agents makes the most sense. First of all, it just makes the most sense with the theme of the game and the storyline. Also, we cant be sure that the game writers made their origin fit in perfectly in every way. Theres likely discrepancies. They seem to have obviously been put in the game for the practical reason of a new challenge for players, so their backstory has likely been created as time as gone on. Theres bound to be small little continuity errors.
More of why I think it's most likely. Follow the progression: Keener turns and his agents start wiping out SHD agents. SHD agents go into hiding. Later on the 2nd wave comes in. Keeners agents have to take a step back and analyze what to do now. Then they appear newly prepared with brutal efficiency and force and start wiping out the 2nd wave agents. They take trophies to mock the SHD even more as they kill the plan B wave of agents.
As far as them being less aggressive in Div 2: Keener himself has turned into an aloof and wily enemy. It is clear from the collectibles in-game that Keener is currently playing a game with her 2nd wave rather than on the war path any longer. Also, we dont know how many Hunter agents could have made it to DC. Between the logistics of escaping NY and the large number of them who must have been killed by 2nd wave agents, we cant be sure the Hunters have the numbers to fight like they used to. Which would fit into Keeners new plan of staying hidden.
The SHD tech they have also fits into this theory. Obviously if they were agents theyd have tech. Also the improvements they have over SHD agents isnt that surprising. Keener likely has resources in very high places that could outfit his agents. He had to have some connections somewhere to escape NY and be as ghostly as he is in DC, right?
Also a side note in regard to the 3rd wave theory. I dont see how the Hunters would be as ruthless as they were to 2nd wave agents if they were simply following orders to kill agents who had turned against the country. All the time spent in the shadows while those '3rd wave agents' were on the ground; they would have surely noticed that the 2nd wave hadn't abandoned the country like they had been told. So for that theory to be possible I'd think theyd have to be pretty evil or just duty-bound people.
I do like the theory you were getting into at the end though. That Division agents were never supposed to survive.

Let's face it, Keener probably isn't the BBG he's hyped up to be. Everything he's done takes place after the outbreak and is either reactionary or precautionary against people trying to kill him, while also herding hostile factions into a manageable position for the SHD/JTF.
My theory is that the Hunters definitely have direct ties to whatever shadow faction of the government (wow shocker) is trying to take over, but chances are they were probably active before the first wave even was activated with their role being to ensure any attempts at a quarantine or controlling the virus' spread failed.

    • @cl1cka
      @cl1cka 4 ปีที่แล้ว

Keener is not all there - if you listen to his psych evaluations, he has a case of megalomania and he snapped after being betrayed by the JTF and left to die in the DZ.
His grand plan was to create a new virus, shoot into major cities and that would make things somehow better....
He was incredibly smart and capable, but he was also crazy by the his experience with the 1st wave....

I think there like a contingency plan for if agents go rogue and have just went rogue themselves lol.

Division first wave was directive 51, second wave was to cover up the failure of the first wave. Directive 52 is 'Hunters'.

Awesome video i love how you have many different theories that where these hunters came from. My theory is that DC already had them but they weren’t prevalent at the time being that DC isn’t all that big like Manhattan, some could’ve traveled to DC as well. I agree with one of the theories they didn’t really pop up until the SHD network was back online... i just hope they release a update on the game to give an idea where they came from, and also if we can finally find Aaron keener. But that one side mission that where we had to find the missing agent and when i did encounter the first hunter he didn’t attack he just stunned you and escape which i found odd at the time i did the mission.

I think hunters are the third wave. But they're not there to help, rather wipe the slate clean to stop more division agents from going rogue. The unique uniform style and use of ballistic masks doesn't tie them down to anyone faction. The collection of SHD watches is to gather Intel and keep a tab on how many agents are left.

What If they are Russian and the reason they escape from you and walk around aimlessly is because they were left behind after Russia possibly found what they needed and abandoned them?

    • @bumblebeeman2103
      @bumblebeeman2103 5 ปีที่แล้ว +3

maybe they weren't abandoned, they were just what was left...what if they were there to find the cure we made to save russia, but now russia is gone and theyh're just stuck over here. and since keener's men attacked the russian consolate they viewed all division agents and heavily hostile, since to them, they literally kept them from saving their entire country

Okay so thats my theory on why the hunters are not really tracking down division agents in division 2:
Remember when we first got introduced to a hunter in Div2? Idk the name of the agent, but in that mission it seemed like the hunter was asking the agent things before the agent died. When we arrive and the hunter appears, we cant kill him and he won’t desperately try to kill us either. so maybe the hunters are first wave agents who cut communication with the shd thinking, there was only a first wave. So after finding out that there was a second wave and what they are good for, the hunters weren’t tracking division agents anymore.
The reason why they don’t track us in division 2 but we have to active them could be, that all these steps we have to take to activate a hunters spawn could be something like a secret code that hunters use to communicate/meet up with each other. Some more complicated stuff than having a unique knock on the door sign. This reminds me of some federal high rank agents shit. They could say something like how a baby flew a plane into a sharwall of dollarpigs, which sounds like total bullshit but it could make sense to someone speaking that codelanguage.
For hunters its more movements instead of talking
Edit: You know sometimes how some hunters stand on a roof and just watch you? Maybe they want to find out if the second wave isn’t as bad as the first one

When I played survival, I learned that the easiest way to kill a hunter is to snipe him from a distance with a high-end M44.
If your firearms was high enough, then you could 1-hit headshot them.
I once took down 4 of them by myself this way.

I agree with ur second theory because if they were trapped in the dark zone and knew about Keaners betrayal they’d most probably assume that any agent sided with keaner and they wouldn’t of known about the second wave

I kind of figured that they were controlled by some group or other that was more interested in keeping the population controlled through the fear generated by the factions that the agents are working to dismantle. With the introduction of black tusk and their use of tech that thought has solidified a bit more to think that they are a spec ops or agent program within BT.
It's possible they were held back by the puppetmasters in order to allow the agents to recover certain items and people before tusk moved in. Or their primary role is to hunt keener who went rogue after discovering the conspiracy and not knowing who to trust the information with so when it becomes apparent that the agent isn't keener they change to focus on observation and info gathering.

I'd love to have either a dlc or a small episode where we learn only a little about the Hunters. Like what their actual goal is or whatnot. But I think only 1 part of them should be revealed if that happened as their shadowy lore and characteristics are what make them so interesting and terrifying

I believe that the Tom Clancy Games are in one world. The hunters have multiple ties to ghost recon and also of course division, and splinter cell. They might’ve been rogues. Rogue division, rogue ghosts, and rogue operators.

Well Breakpoint got bad reviews, people are outraged that no Splinter Cell is released, Im perfectly content to play the rest of Div2 to see how it turns out. Intriguing theory though in the spirit of Tom Clancy. I bought my son yesterday his first Tom Clancy novel

The ghost one is possible since Ubisoft isn’t shy of connecting games like how we had a Sam Fisher mission in ghost recon, plus Tom Clancy shares literally every game possible into ghost recon as side missions

6:53 which mask is that, please? Can I get that from a hunter, or was it an event item? I seen a really cool RE: Nemesis one the other day, but was from an Event.
I have the base Hunter set with the black mask, but I have not been playing for long so I don't have the Hunters unlocked yet. I got to level 30 by doing some missions and a lot of exploring, so have to back track and do the Strongholds I think to Unlock specs. Will think about taking them on once I have access to signature weapons.
I'd really like the B/W mask there though, would be perfect.

I know you discounted the Ghosts, but what about Third Echelon, that group mostly operates as a one man unit, and would have the training, and tech necessary to hunt down SHD agents.
And even though this game might operate in a "separate" world than other games it could be viewed as more akin to a Earth-2 comic book type of thing where it's just a different timeline/multiverse, but one where all of the other agencies still might exist.

Don't forget: the Strategic Homeland Division's influence may be worldwide. This is revealed from the Space Administration HQ mission in Division 2, where at the end of the satellite activation, an orange globe with white dots are speckled around various parts of the world. Those may be branch locations that belong to them other than from the United States.

All the hunters in TD2 use EMP Pulse. Also in TD1 they use the Sticky Bomb skill. Except it electrocutes you.
    *off-topic*
Oliver ''Weasel'' Gordon the third boss in the second boss fight *in the raid* after killing one of his security details he has this mechanic where if you have the eye you'll get sticky bombed at some point with that same launcher from TD1 and it's the BFB version too.
