They will be at the base of a rectangular sign mentioning the conditions again. Also about street parking, speaking of Tokyo here, I think it’s safe to say that if there is not a white square on the ground, it’s not a parking place. Fairly easy to get a parking ticket which can cost 10-15,000 yen AND points on your (Japanese) license.

The American expression can be a little confusing, because you can pass something without overtaking it! -- the signs shown at 2:20 and 4:10 in your video are the same -- I would say that the difference between the signs at 4:00 and 4:10 is that the first means "no entry (one-way traffic)" while the second means "no vehicles (in either direction)".
