The androids eluded to the 1st thing they would do after killing goku is killing off all country music. so the joke could only be understood if you remembered the quote by the end of the episode. It could be they entered a country music joke because of the amount of farmers and country folk in the dbz universe despite its technological advantages. In a way it fits since goku technically lives in the sticks too. They mention it in the real dbz how gohan has to fly to highschool at the begining of the buu saga. Also in the og dragonball the ox king (chichi's father and master roshi's apprentice) has his own land thus they probably took some of it and it is away from most of society.

When Trunks goes back to his timeline you see Android 17 using the gun. Only time in Abridged. In DBZ he does it a couple of times for fun. Not necessary, just like driving is considered dumb when you can fly.

17 uses his gun once while Trunks is drinking Tea.
Other people have explained the Chala Head Chala lyrics, but it might also be worth mentioning that "tori" is Japanese for bird. The name Toriyama is written with the kanji for bird (tori) and mountain (yama). So naming the bird Toriyama is a cute little...bird pun or something.

I think teach a dinosaur to ride a ball is a reference from one of the abridged movies you haven't watched yet and country music doesn't exist in the future because of what you see at the end of 41 where 17 and 18 basically imply that they're killing country music right after they kill Goku.

The Toriyama joke has many levels. In the abridged movie with cooler Goku revived a bird and named it “Toriyama” and told it to teach a dinosaur to ride a ball which is ironic cause 16 wants to kill Goku. Tori also means bird in Japanese and a line in the intro is teach a dinosaur to ride a ball
Android 17 uses his gun in the epilogue of episode 60 of abridged. Sooo that's a ways to go

In the Abridged Movie 5 : "Cooler's Revenge" when Goku turns into a Super Saiyan and defeats him, he heals a bird by giving it his energy and named it Toriyama and after healing it, told it go and teach a dinosaur to ride a ball. In episode 40 that same bird returns and in the "English (Canada)" subtitles the bird says "I taught a dinosaur to ride a ball" with Android 16 replying with a "It does what?" and the intro begins.
Cha la head Cha la in the lyrics translated to English it says that he wants to teach a dinosaur to ride a ball

In the first TSF Cooler movie Goku goes Super Saiyan when a bird passes out in his hand. He named the bird Toriyama after the creator of the original manga, and after reviving the bird he says "Go Toriyama, teach a dinosaur to ride a ball."
The joke with 16 is this was the same bird from the Cooler movie, and it succeeded in the task Goku gave it.
The dinosaur rides a ball. Same as in the DBZ opening and a bit of innuendo. They call back to it in Cooler's Revenge when Goku revives the bird. He calls the bird Toriyama and tells it to go teach a dinosaur to ride a ball.
The country music reference is a running joke in abridged where in Trunks' the future the cyborgs have erased it from the face of the earth. Possible because the long ass drive listening only to that genre of music.
