Whilst it's true the path is public and you can walk from Flamborough for free, if you use the viewing platforms or the toilets or even support the cafe then the decent thing to do is pay the admission charge. Admittedly its expensive but often have a 2 for 1offer. This money keeps the cliffs safe for people and the birds. If you visit a lot it's cheaper to join the rspb then you can park for free at any of their reserves, any time!
In my opinion the RSPB don't make it clear that non members of the RSPB don't have to pay an admission charge of £3.50 to visit Bempton Cliffs as the path along the cliffs is a public right of way and there is free access along the cliffs on that path. Anyone who looks at the Bempton Cliffs webpage on the reserve listings on the RSPB website can see there is no mention that the footpath is a public right of way and no admission charge is actually necessary for anyone to visit Bempton Cliffs and in my opinion the RSPB should make that point very clear.
That may be true for walkers. You still have to pay to park your car, unless you're prepared to walk it from Bempton village. I was not, but would have if I wasn't covering EIGHT villages in one day (one of which was Flamborough - massive!)
I went to Bempton Cliffs a couple of years ago, there was no one else there. At the time you could park up and walk round the visitor centre for free but you have to pay if you go through the door at the other end, presumably this leads to the cliffs. I didn't pay and left. I'm all for donating to all sorts of charities but the RSPB seems to be one of the more expensive.

Whalebones deteriorate in time so that was probably why they were removed. The Whitby whalebones were replaced some time ago.
