The OEM PASM shocks are used on multiple vehicles, so there is a C clip snap ring that holds the rear spring perch and provides adjustment for height from factory. I believe this adjustment is not there on non PASM 991.1’s. There are also different part numbers on each car’s shock which apparently have different settings for this C clip depending on if the car has PASM or SPASM. A lot of folks who go with non adjustable springs have changed the C clip snap ring to move to the lowest (bottom groove) setting on the shock. For the KW’s do you touch this at all or leave it as it is from factory?
Some folks on Rennlist mentioned that with the KWs the rear came down easily and still had room to go further down on the adjustment threads which is what you would expect with HAS. The fronts however were all the way maxed out on the threads and there was barely a drop and KW ended up having to send the customer shorter springs. Did you have this experience?
You messured the height wrong, you need to messure from the center wheel cap to the bottom of the fender... read the instructions on the KW packet. FYI
It really doesn't matter. To me bottom of the rim to fender well is a much more accurate measurement as you don't have to guess where the center is of the wheel cap. But you are right as far as what the instructions say.
