It depends of the instrument and style of music, but I think in essence we're saying the same thing. On Clarinet and Flute, no tongue is how one plays legato. By putting staccato marks under a slur, it's asking for legato but with slight separation from the notes. This is shorter than a slur, with no tonguing, but longer than staccato
It's literally a score to learn off of. The actual music is made by the musicians performing the piece. The sheet music is a guideline in a sense which is why every live performance is different and unique :)

It's meant to be a vocal piece; I'm not sure why the program chose a clarinet sound patch when I made the video-score
Why did you put slurs...on staccato notes.....
It's a way to show an articulation shorter than a slur but longer than a staccato, all in a single phrase
I may be wrong, but I was always taught that a staccato over a slur meant legato tonguing, i.e. very light articulation
