    He reluctantly declared he did not have a romantic relationship with his deputy while he was her boss.
    He refused to answer whether he had a romantic relationship with her before or after hiring her - which can only reasonably mean he did. This matters because, even if the merit selection process was above board, his recommendation would have carried serious weight with the selection committee.
    So, whether or not he had a romantic relationship with her afterwards might not be relevant, whether he had one before being her boss is highly relevant indeed for the perception of conflict of interest.
    Of course if he had a romantic relationship with her at any time that is something he very much does not want to disclose, because even if he thought there was no real conflict of interest, I'd strongly suggest he did not want his family to know for certain that he had been adulterous.

      Exactly, the reliance upon legalese as offered by lawyers on behalf of government is outright deception and used to mitigate accountability and transparency, the whole lot of these parasites need to be exposed and prosecuted for fraudulent misrepresentation.
      Lawyers are complicit in the scam by deliberately using legalese and obfuscation to create the facade of plausible deniability and acting in good faith as an escape route for the unethical and corrupt.

    So it's pretty obvious that Rob and Cate were a thing, as far as I know, APS rules preclude romantic relationships between managers and supervisory staff for obvious reasons. It's also obvious both should face an APS board of enquiry and face the consequences if they are found to have breached the APS code of conduct. The sideways step to Services Australia is a cover-up. They both should be referred to an APS board of Enquiry for breach of APC codes of Conduct.
