I lost my title for about a year after buying my first bike while waiting to get my motorcycle permit, while keeping it stored. Eventually found it again, thankfully. It's just as scary to have your title go missing, if it isn't registered yet, as it is if you don't have a title.
I seen a guy in the DMV dealing with the same situation, but it was a boat. I felt really sorry for the guy because the guy behind the counter did not care about the bill of sale
It's a little easier to get a title for a boat because you can claim vessel abandonment. However it's still a very very frustrating process because it has to be done through Salvage and that normally requires a lawyer to get involved so it starts getting pricey quick. Moral of the story don't buy vehicles without clean titles that's all there is to it
I've been down that road before. my first scooter didn't have a title but, it did have old registration paperwork. i ended up finding the last registered owner. I showed him a photo of the bike bc he thought I was trying to scam him. he told that was his bike and the story behind it. I couldn't ride for about a month. during that time I was teaching myself how to work on a scooter. a year later I sold it bc I spent more time repairing and waiting for parts then making money. (doordash driver). so now next spring I'll be looking for a ruckus

In Florida, the same principle applies with 49cc scooters; gotta have that title.
