Trooper's Narrative: On Thursday August 29, 2024, at approximately 12:55 p.m. I (Cpl. Arnold) was patrolling Interstate 30 eastbound near the 76 mile marker. I observed a black Dodge Charger (KKA1309 / NC) following a semi truck too closely. I caught up to the suspect vehicle and it slowed down way below the posted speed limit. I activated my blue lights to conduct a traffic stop on the suspect vehicle near the 78-mile marker, but the suspect vehicle continued traveling at a slow speed and exited the interstate. The suspect vehicle took exit 78 and pulled over in the Mobil gas station. I made an attempt at a passenger side approach when the suspect vehicle fled the traffic stop. The suspect vehicle entered back onto Interstate 30 eastbound and I advised Troop K dispatch that I was in pursuit and gave dispatch the vehicle description. The suspect vehicle continued to drive at a high rate of speed and very reckless while passing vehicles along the shoulder. The suspect vehicle was traveling approximately 140 mph and in and out of traffic. The pursuit traveled to the 88 mile marker where traffic slowed down, and the suspect vehicle had no where to go. I attempted a TVI while the suspect vehicle turned into me. This caused disabling damage to the suspect vehicle as well as mine. The suspect was taken into custody without incident. Mr. Penny was transported to the Clark County Detention Center and booked on the following charges: FOLLOWING TOO CLOSELY FLEEING BY VEHICLE CRIMINAL USE OF PROPERTY RECKLESS DRIVING

Being from NC he isn't used to being chased. Here in NC the Police won't chase you, they will drop out because it might be dangerous. Thank goodness that Arkansas still dishes up justice.
Thats a grossly misguided, blanket statement. I live and work as a cop in NC. Agencies like the one I work for as well as the NC highway patrol will chase you. Some agencies have a stricter chase policy than others but it varies from department to department. There are also agencies in Arkansas that have strict chase policies like some agencies in NC do. The biggest difference I've noticed with Arkansas HP is they don't seem to have the wherewithal to know when to let someone go. Risk vs reward must always be considered. I've been in a bunch of pursuits... some offenders I catch, some I lose, some I let people go because the juice isnt worth the squeeze.

apparently he had a license, insurance and no warrants. The police report was at the top. Definitely one of the dumber drivers - but it was a targeted and pretextual stop in the first place. Whole long line of trucks and one charger and he picks the charger as the one "following too close?" FWIW I have had that EXACT same pretext charge used as an excuse to pull me over in Arkansas. He was looking for drugs, so he didn't even write a warning ticket after looking through my windows. (I had a call testing rig on my dash, so I didn't fit the profile he was looking for. He would have just gotten a ticket, from the sound of it. Not really sure where "Criminal Use of Vehicle" comes into it. Still only a misdemeanor (A) in AR.

After reading the cops narrative of why he started the chase I disagree with the point that he even had to pull him over at all. Look at the beginning of the video that guy had plenty of distance between him and the semi, and they all seem to have about the same spacing.
This is why ASP needs more 150mph cars....those 130 mph cars struggle to keep up with alot of stock cars now... ASP troopers repeatedly prove they can handle those speeds safely..
Why not have the suspects turn off their vehicles, and put stop sticks in front of the rear tires immediately..? Looks like a lot of these pursuits could be ended before they begin by simply doing those 2 things...

ASP was smart with their recent purchases of Durango interceptors equipped with the optional 5.7 Hemi. They're very quick for their size vs the current gen Tahoe interceptor equipped with the 5.3 V8.
That's the first time I have seen an officer with hiccups try to pull someone over. I was waiting to see how it would sound while he's talking to the driver. A good way to get rid of the hiccups is to straighten up your upper torso and try to stretch up as much as possible and clench up your stomach muscles and try to belch. It may take a couple of times, but usually works for me. Hiccups are due to air pockets or whatever in the esophagus and stomach area and straightening up and stretching it helps to burst the bubble.
Why does everyone say their scared. If you did nothing wrong there's nothing to be scared of. You didn't seem scared when you were plowing through traffic at 100+ mph.
These criminals aren't scared of anything; they survive each other day in and out. They have to get far enough in front of the officer to throw "the shit" and "that thang" out the window. They don't truly care about anyone.

Definitely one of the dumber drivers - but it was a targeted and pretextual stop in the first place. Whole long line of trucks and one charger and he picks the charger as the one "following too close?" FWIW I have had that EXACT same pretext charge used as an excuse to pull me over in Arkansas. He was looking for drugs, so he didn't even write a warning ticket after looking through my windows. (I had a call testing rig on my dash, so I didn't fit the profile he was looking for.

After reading the cops narrative of why he started the chase I disagree with the point that he even had to pull him over at all. Look at the beginning of the video that guy had plenty of distance between him and the semi, and they all seem to have about the same spacing.

That's the first time I have seen an officer with hiccups try to pull someone over. I was waiting to see how it would sound while he's talking to the driver. A good way to get rid of the hiccups is to straighten up your upper torso and try to stretch up as much as possible and clench up your stomach muscles and try to belch. It may take a couple of times, but usually works for me. Hiccups are due to air pockets or whatever in the esophagus and stomach area and straightening up and stretching it helps to burst the bubble.
