  • Part 1 of Campbell Police Chief Tim Kelemen Confession. Confessing to possible felony identity theft, possible witness intimidation in a federal case, lying to police investigators...and just plain being a low-life dufus.
    Part 2: • Part 2 Campbell Police...
    Last fall members of the La Crosse Tea Party conducted a rally on the pedestrian overpass in the Town of Campbell Wisconsin as part of the national Overpasses for Obama's Impeachment movement. The town enacted an ordinance shortly afterward to prohibit any signs, flags, balloons etc. from within 100 feet of an overpass.
    The unconstitutional ordinance was presented and pushed by Police Chief Tim Kelemen. Activists from around the state and the country came for a rally on December 7 in defiance of the ordinance and video taped the police chief's inept attempt at enforcing the ordinance. (He issued 4 citations, but never even asked anyone to stop displaying their sign or to leave the bridge). If the ordinance was really in the name of safety, he was endangering motorists by not removing the flags, signs and even an 8 foot wooden cross.
    A federal complaint was filed by the Thomas More Law Center for plaintiffs Greg Luce and Nick Newman. The pressure appears to be too much for Chief Kelemen, as you can plainly see in these videos.

    Just because someone is a cop, doctor, teacher, a priest, etc., OR has a position of authority, it DOESN’T mean that they are good, honest people. There are bad people in all walks of life, but when someone of authority breaks the law and breaks trust, it’s very scary and disheartening. I’m glad he was caught!

    Love the armchair interrogators criticizing the demeanor and method of the onscreen interrogator and not acknowledging how much he got out of the chief lol.

      I think I agree with you. The key to being a good negotiator and interrogator is to establish a connection with the subject by reading them, apply that data to gain the trust of the subject, and get them talking. A confession is great, but for sentencing, its very important to understand the why as much as the what.

I was immediately contacted by a 75 year old lady who threatened to kill me after she said I was " an obama loving butch lesbian who is jealous milania won't sleep with you since she doesn't participate in sinful behavior". Do you know what it's like looking out your window for a woman to pull up on her motorized scooter and kill you with her cane? It's horrible.     Acting dumb, taking the chiefs side, and putting down the victim, are all tactics to get the perpetrator to feel safe, open up, possibly brag, and slip up and admit guilt. The interrogator isn't nervous at all, its an act.
    I'd love to do this job.

      And we all know that legally the police are allowed to lie to you. They can tell you that your lie detector failed even if you passed. No lying should ever be tolerated on either side. If it makes it harder to entrap a suspect then so be it. No one should be able to lie.!

      Kevin Johnstone it’s a good tactic but there’s a problem with that too which is unrelated to what’s happening in the video
      If an innocent person who was a witness or at the wrong place and right time and they say something accidentally because they try pushing the one they interview into admitting they were part of the crime or anything so once in awhile people can end up in jail who are completely innocent because they got confused and didn’t know how to talk to cops or detectives the right way...you can believe it doesn’t happen but it does but like I said it’s unrelated to the video it’s just interesting that innocents can do time and be innocent lol

      Watch closely. His body froze when the topic of the conversation moved into that area. That was quite unusual. He was usually waving his arms around prior to this. You can also notice that he said "Do I know anything about that? No I don't know anything about that." He was verbally dodging the question. He also changed his voice tone from the initial conversation slightly higher. 3 Red Flags = Time to dig deeper here. Personally if I was sitting in front of him I would expect a fear micro expression as well. Perhaps anger. Cudo's to the interviewing detective. If you want a person to confess, say their words back to them.

      Craig Cain No, I still think the cops are the prostitutes because they're being paid by us, the Johns, to dominate, abuse, and bend us over. Their superiors and Internal Affairs are definitely the pimps.
      As for cops breaking the law, yeah, at most he gets fired, and even that takes a miracle. Usually they just get the standard additional few weeks paid vacation that year. It's pretty obvious why they're rarely ever found guilty of breaking any laws. It's tough for them to break a law when they can simply make them up as they go.

    The detective here did an amazing job setting up the interrogation. He made it seem like a casual sit down meeting and once he flipped into the accusatory stage he fed into the asshole's ego which leads to a perfect confession.

      Yeah I had a question about that. I assumed they were questioning him under garrity but I didn't see him sign anything. They couldn't of used this in court without his rights. Maybe to hand over to criminal investigators and then they would question him under Miranda rights? I know he's police so I'm sure he would of pounced on them not reading his rights.

      @@ericadender4069 Garrity only comes into effect when you are sat down and forced to answer questions. If you are under Garrity, you have to answer questions truthfully and honestly or else you can be fired. But any answers given under those circumstances cannot be used against you criminally.
      Here it seems to be a consentual encounter where he is not under any obligation to answer, but the detectives are able to get so much information from him.

It protects federal employees, usually just police, from being pressured to make a statement by their boss to implicate someone commented a crime or they will lose their job. That violates their right to remain silent. Anything you say under garrity will not be used against you as evidence for a crime. Like you said they could be fired and if you say you committed a crime they will alert criminal investigators to start an investigation. What I didn't catch was they never said they were questioning him. It was just a conversation they recorded under the impression of a meeting. Very smart move indeed. Thank you for clearing that up for me. I must not of realized they never told him he was being interrogated and we're just having a conversation. I'm so used to watching these things and I never caught it. That's the exact reason I am only a professional pretend youtube criminal investigator and not a real one.

      No that's just a strategy used by the FBI and other high level intelligence agencies. It's psychology. Being agreeable and hesitant puts everybody else in the room in a position of authority, and they don't feel threatened. Look at how much he got out of this guy. Imagine if he came in the room swinging and talking about breaking laws and people are in trouble. He wouldn't have got a word out of anybody. Instead he got this guy to admit he was breaking laws on tape.

    What's ironic about this is when he was complaining about supposedly filing a complaint & was told, "there's nothing we can do about it."
    Cops tell that to actually victims every day. "Sorry ma'am, we can't do anything about that stalker unless or until they actually (kill you) do something."

      3 times in 11 months, I was assaulted by 2 men, who, because they'd done shitty things to me, and I called them out, I got battered, police did nothing, they tried chargin me three times on the first case. What the hell are they for??
      I'm crippled with depression right now, can't get help, as they'd be called if I was thinking of checking out, so I've no avenue to be talked down.... Worse still, attemppt MURDER was bandied around, I'd done nothing except swerve and avoid hitting some idiot who stepped straight in front of my car, as he didn't look first.
      Police have only gotten more savvy in the ways of using funds for stupid things, like upgrading 999 call centres, and systems, invest in an emergency crisis call out unit. Police do NOT know anything about how to treat someone vulnerable.... and if they know they are, they bully them, so they don't have to work, or expose the fact that they botched the entire cases. Jeez.
      We're doomed.
      But.... knows sod all about malware programs, knows exactly how to change hard drives.....
      Hands up who thinks he's got two?? Same IP though. We're doomed.

    Notice that the cops knew about this chief doing this harassment for months and did NOTHING. The guy filed a complaint in Jan or before. This Chief was admittedly still harassing him in March and he has the nerve to say "I went to the police and they won't do anything."

Cops are public employees, paid for by the public, works for the public, everything they do is available to the public. Bodycams, dashcams, policy, police records, arrests etc. So why is it a problem filming them while in official capacity? The only reason they wouldn't want to be filmed onto the internet would be because they are doing illegal and unlawful stops/arrests. We need good cops and chiefs that are transparent to the taxpayers, good cops and chiefs that will report unlawful or illegal behavior of other officers. Police ENFORCE the law, not make up laws and do what they want and break the law. A cop has NO AUTHORITY over a citizen UNLESS he commits a crime, like the chief did.

      I once caught my own sergeant trying to pull out of his driveway in the early morning. I knew he was loaded (I saw him weave his way to his car from a block away)so I had to threaten him with arrest if he left his driveway .AND I was still on my 18 mo. probation. He later apologized to me & said he intended a 2 hr. drive & I did the absolute right thing. Whew!

    I wouldn't call what this office did classifies it as harassment I'd call what this officer is admitting to is retaliation and abuse of power. He's acting as Judge Jury and Executioner taking matters into his own hands. I am incline to not believe is story about not having no one to go to when if a crime is committed they them selves tell us all the time they are investigating. he could have investigated who was hacking his computer. He's not a professional he's just a jerk with a badge I've known officers who made sure crimes by others in their departments were dealt with properly. he's just power hungry and deserves to loose his job for assuming and by his own admission chose to retaliate against someone reporting on the front lines the behaviors police are in violation of while in the course of his official duty as a public servant. If he is so good at his job he wouldn't be worried about any one of the public filming him because he would have nothing to hide. This is what corruption looks like... Blame your victim of the crimes you've committed with no proof your victim did any thing you claim he/she did.

    Judging by these comments it's clear most of you have no idea about interrogation techniques. These investigators got this corrupt cop to sing his ass off. 99% of interrogations, the ones doing the interrogation appear to be your friend to get you to sing. Have you ever heard of TH-cam? There are lots of interrogations on that website....

      The police chief pleaded no contest to misdemeanor harassment. This is about the charge anyone doing this kind of immature stuff would have been charged with. He got 40 hours community service, diversion, and mental health counseling. He was forced to retire on mental health disability with his pension. What he did was stupid and criminal but there seems to have been some stupid behavior on both sides,
      The detective did what all good interrogators do - lull the suspect into a false sense of security that you're all buddies so he implicates himself. He did a good job. For all of you who seem to think that the best way to interrogate is a suspect is bring out the rubber hose...well, I can tell how much time you've ever spent interrogating a suspect.

      He was convicted of a misdemeanor, retired in disgrace as a police officer, got 40 hours of community service, 2 years probation, and mandatory psychiatric counseling. Other than that, he never even got punished.

      Do you have evidence he was harassing and terrorizing citizens his entire career? If you watched the video, he admitted to the investigator that he had had been harassing the Tea Party people. Without some evidence he committed a lot more or more serious crimes than what was found, stripping him of his pension after 25 years of an otherwise blemish free career seems a little over the top.

    Except there is more to the story…Nowhere, nowhere, does any law enforcement charter, mission statement, or regulated authoritarian document does it say the the police have any hand in punishment.
    The chief used his work computer - used it as a police chief to punish a citizen of the United States. Nothing justifies it.
    He can claim frustration, but the police are hired to deal with many frustrating events and as chief, his job is to see that things are accomplished ethically and with integrity no matter how frustrating.
    He told his Sgt. what he did. It would be a miracle if the Sgt. didn't tell the patrol officers. He is making it possible for his officers to step outside the bounds of their jobs.
    You have a fool for a chief and he doesn't understand his leadership position. He is probably not going to step down…which also shows his misunderstanding of his position.
    Nothing justifies his action

      OR did he actually pull a Columbo on him. Remember how he would be leaving and then stop and turn around and say, "Oh, before I forget, one more thing" and then he would ask a dumb question like are those petunias in your garden? Whatever the answer was, he would then know the person did it and he would come back with a warrant. But he always had a reason for every question. The Interviewer used Reid Interview & Interrogation School 101. That's why he told him I actually know you had something to do with it when he first lied. Trust me, works everytime. Ask yourself this, what other possible information could he have gotten from the Interviewee. He never even got to the interrogation part, the guy spilled his guts. The only thing more the Interviewer should have done was acknowledge that he was initially deceitful during an official internal investigation and it would be part of his report to the DA. If an officer did that, he would be automatically terminated. Better to say nothing than to lie.

    I just checked out on the internet to see if this guy was charged and it looks like they charged him for unlawful use of computerized communication which carries a penalty of a $1,000.00 fine and 90 days in jail. It doesn't say if he has served a sentence. I did see where they say he was retired. These guys always get away with doing evil.

      The investigators referred it to the DA as felony identity theft, but the DA only charged him with that misdemeanor. He was given a "deferral agreement" which was if he finished his year of probation it got expunged. He was allowed to resign without being fired. And the city signed an application for a special disability program saying he incurred duty related mental issues from this situation. He now receives about $60K a year tax free "disability" for life.

    The Chief is now doing what many criminals do- blaming his criminal actions on someone else. The Chief first lied to investigators, and he has wrongfully accused Greg Luce of harassment. He used his position as police chief and his police computer to victimized Greg Luce and now he is trying to do it again, this time in the media. Greg Luce has exercised as much restraint as possible in light of being faced with these utterly false accusations. It is not Greg Luce's fault that the Chief chose to violate the law. The Chief should own up to his actions instead of trying to make nonsensical excuses for what will probably be the basis for his future workman's compensation claim."

They brag about it, especially the female officers. They use it to check up on internet dates. Apparently they see a lot of pedo's they've already dealt with at work on these sites. I was told this as I made a statement about something totally unrelated! I wasn't impressed at all.

      That is the recommended technique.. at least one phase of it anyway. Disarm the suspect psychologically and let them believe you are on their side and find some ways to make them believe there was a reasonable justification so they will agree and admit the crime. I think he did a very smart thing with his interrogation.

    My hypothesis, is that all police officers were fired from customer service jobs, or Burger Kings..... Paid serial killer, road pirates. These are the gangs that terrify me the most.

    The guy in the white shirt obvs has a issue with being part of investigation. All he has said so far, is that he went away, came back and this was passed on to his colleague. So he hasn't got anything to do with it! It's like he's scared to do his job! Pointless!
