It's hard to say whether Count Herving is a good dad or not. There's no real abuse going on per se, but there's likely some emotional neglect. The count is mentions the survival of his house first, not his son, so appears more concerned with legacy than Linhart as a person. He's definitely better than Bernadetta's father, but that's not exactly high praise.
I think he does care about their house subjects too in this matter, and to be fair having a crest is having power to sustain your terrotory and house. So yeah, he might be off could in some issues but overall I think he is a good Lord over a good Father, wich is necesary if you are in politics or, overall, in power of any sorts. After all being a lord is having a duty towards your people over just your family bonds, not that is an excuse to be an asshole to your progeny like Bernie case.
It's also possible to read his statement as being secure in Linhardt. Sure, he talked about the house, but him not being overtly worried about Lin could just mean trust and security in his kid. It's not outright possible to rule out that Lin isn't cared for by his dad. If anything, Linhardt's story revolves around his anti-war perspective, his scholarly focus, and his sleepy tendencies. Sounds like he had good enough parenting.
I feel like it's similar to Baron Dominic's situation in that he wanted soooo much to join them especially since it was his brother who was the one trying to convince him, and the fact he probably knew which was the right side but felt unsure as to how best to protect his citizens. I bet if it was just about the fact it was his family who was trying to convince him, that he would join in a heartbeat. I haven't gotten to this part yet but unfortunately I have a feeling we weren’t able to 'recruit'/...uh...save...Count Hevring this time though 😢 😔 🥺. So it's probably that if it was just about the fact that his son would survive he'd put it that way.
Well... Adoption exists... It won't carry the Crests per say, but trust can be carried. If hevring was that worried about bloodline he'd try having more kids, like some people did.
Count Hevring, Count Bergliez, Duke Gerth, Emperor Edelgard, Hubert, Randolph and Ladislava are all decent members of adrestia (if anti-villains on the non crimson flower or scarlet blaze routes).
