Abe and Little Mermaid might be the reason why the Goddess Squad was banned from the Ark. From the Central Government POV, Cinderella was suddenly corrupted and murderous. The first Nikke to do so. So they had to check other Nikkes. But Abe arose further suspicion by sudden appearance of Hansel and Gretel. And yet they were proven to be uncooperative with the authority. Little Mermaid restrained the soldiers, Abe knocked them out, and hell, Gretel suggested killing them. These soldiers would notice the higher up about this incident. The conclusion would be that Nikkes were compromised. The CG would want to check the goddesses out, but given that every member of that squad was an one-woman-army and Anachiro was a nightmare at that time, did they want to risk the survival of humanity to find out??? Such tragedy...
I believe there were more instances of NIKKEs becoming corrupt before Cindy. Red Shoes mentioned this previously. It’s sad, but the actions of Abe, the Little Mermaid, and Cinderella may have contributed to the severe discrimination against NIKKEs in the Ark. Remember the scene on the map where a pile of government soldiers' corpses was shown? They said they trusted Cinderella as their goddess of victory, but she betrayed them.
You can hate him because overzone arc but remember he already told that HE IS ONLY FIELD OFFICER WHO FOLLOW TOP BRASS. In the red ash event you can see how he respect goddess squad (Red Hood scene). Its bit disappointed that liliweis choose Dorothy because she is the one only member that can fill her role little bit.
Never hated him. He’s a military officer, after all. He got his orders. And, ironically, Abe’s actions here might’ve contributed to the c. gov. decision to not let The Goddess into the arc.
What makes it more ironic is that Dorothy wanted Pinne to go the Ark the most. Abe/Grave who looks similar to Pinne to the point that there were fan theories that speculated they were the same person, probably ended up leading the Central Government to make the decision to deny entry for the Goddess members.
I don't think being a military officer is a good scapegoat. Both Anderson and Commander are both military officers, but are able to make decisions that are just when the systems above are clearly working on their own agenda. Being a good soldier doesn't make him a good person. One way or another he chose that path. Besides, even if Abe's choice here pushed them to not let the Goddess squad in the Ark it ain't really her fault either. From the start the dude probably already had a crap ton of mistrust for them the second Cinderella went haywire. From there he probably just wanted an excuse.

Most of the circumstances were beyond his control, and I believe he tried to be as reasonable as possible given his limited authority. This scene if anything just seemed to point something very wrong with Red Shoes. Clearly the high mortality rate and the whole 'surgery for brain scan' are nothing but lies meant to corner Abe and the team into thinking their only way out was escaping. And she was part of that shady VTC religion before getting turned into a Nikke. With all her memories, no less. And the sad thing is, I don't even think she's corrupted herself. Either she corrupted Cinderella because of orders given from above or that's how her organization rolls. Worst case scenario, they deliberately made the mission fail in order not to let mankind see Nikkes as saviors instead of whatever the hell they believe in. I wouldn't be surprised if raptures were made by the VTC as a means of recreating the world in their image. They possibly lost control somewhere down the line and helped to create nikkes to regain control of the raptures. I can understand if there's hate towards Oswald if you just watched Overzone, but as you read through more of the lore, Oswald is just a common soldier under the Central Government, just like how the playable Commander once was in the early game: a solider with no power. The way it talks, it's obsession with the Goddess Squad, it instantly knowing that Rapi was a Grimm-Model (Aka Red Hood), it's obsession with a certian heretic who got cured (Marian), it kinda hinting that humans are the evil ones. For me, it feels like Chatterbox and Oswald are somehow connected. Oswald's shares the same traits as Chatter, if only to a lesser extend, he even goes against his higher ups, feeling sorry for what he had to do, in a way hating humanity. Especially now after Story 2 is out, the way he sounds and talks just reminds me so much of Chatterbox. There must be a reason why Oswald is becomimg such a important character.
