It's really hard to tell exactly how charismatic or intelligent he is. Granite squad says it was horrifying to watch Frank work but, that's also a squad who's reasonable enough to let you pass and even help you. It's possible the most brutal and psychopathic soldiers of the Enclave gravitate towards him. As for intelligence it's questionable. He obeys orders from the President without question and is loyal to him above all else. He was brainwashed to increase his loyalty. He could be smart but, limited by blind loyalty and his thinking from before FEV exposure. As in the FEV increased his brain's capabilities but, it's all channeled in to warfare, or intellectual potential is wasted on Frank.

about the ncr fighting the enclave, arcade tells you about how the NCR were the ones to wipe out the navarro outpost entirely, so they definitely helped push the enclave into the state it is in currently on the west coast.
Smitty Special could be an alternative to the normal Plasma Caster due to the fact Frank's unique plasma weapon in FO2 fired in bursts. Still, cool video.
Yeah I really thought about it but the thing is, there is no way for me to justify gambling at the casinos for the 20k I’d need to buy it as Frank. Like, nobody is gonna casually let some big badass super mutant in power armor just sit down at a blackjack table.

Post Fallout 2 the NCR wiped out the Western Enclave. When NCR took Navarro all Enclave personnel either scattered and hid their past, evacuated to the East Coast, or died.
The real question is, how could anything stop you? Unless Liberty Prime takes up literal cross country or The Chosen One comes out of retirement you're good.

That’s actually when the NCR and Brotherhood had a falling out; both wanted the tech left in Navarro and the NCR wouldn’t hand it over.

a super mutant with power armor is freaking terrifying and am kinda sad they never brought the concept back, especially with how fallout 4 changed power armors, they make normal human be basically on pair with super mutants in terms of size, i imagine a super mutant in fallout 4/76 power armor is gotta be at least half as big as a behemoth
Fo2 is the only known case of a super mutant with power armor as far as I’m aware, franks armor was custom built from the ground up just for him and I don’t think he could even take it off

The problem you had with the plasma caster sounds like a problem I had when I tried to get just a Tesla-Beaton prototype running, I think the game balances the massive damage of heavy energy weapons by giving them very low accuracy.
Yeah which, I mean, if we aren’t sniping with the caster, it’s a fuckin monster. I think with my energy skill maxed out it was chilling at like 100 dmg per shot almost which in close range, everything is basically cooked. Especially with how high crit chance you can get energy weapons in NV.

Kinda wrong about Frank not liking his enclave soldiers, there’s multiple times where he’d be joking around with them just chatting in fallout 2, sure they were terrified but Frank definitely respected his fellow Enclave piers.
I read up on lore before this run and it was stated most troops were disgusted by Frank and nobody wanted to work with him and he was known for being so brutal that troops regularly couldn’t last more than one deployment under his command, as well as him just killing those who annoyed him.

I don’t think Wild Card is a very fitting ending for Horrigan. I’d say House is the best since he’d literally be siding with an American citizen. That or Legion out of ruthlessness, become the better Legate.
House wouldn’t be supporting the enclave, and would be considered direct competition, whereas with wild card Frank is literally taking Vegas himself for the enclave.

I don’t think Wild Card is a very fitting ending for Horrigan. I’d say House is the best since he’d literally be siding with an American citizen. That or Legion out of ruthlessness, become the better Legate.
House wouldn’t be supporting the enclave, and would be considered direct competition, whereas with wild card Frank is literally taking Vegas himself for the enclave.
