I have 5 years of work experience in manual testing. My F1 visa got approved recently! I could learn things faster but I had never done coding till now. Just apply for the top universities and try to get scholarships, I have seen a lot of Ms. Data science students who end up with no jobs as there are too many folks in this branch. Looks at the placement records and apply even if it takes some time.

Ofcourse as a h1 but thing is that, lakhs of people are trying to move under h1 and employers who are willing to sponsor h1 is less. I personally have seen people who tried for four years to go through h1 and ended up taking up some educational course and moved to country.
