The problem might be with the speed of connection or a website issue, try again after some time with a better connection or maybe it might be issue from their end.
It's a problem with your Mysql or whichever server you are using. Try properly installing the server refer this : th-cam.com/video/pmK9DzX9UEk/w-d-xo.html , then check if error still exists.

At 4:02 it is a login/signup page, it was still loading so a version without styling was visible. Please check again

@@CodeWithWebDev it was after I clicked when 'download PopSQL for Desktop'. The download reach about 10mb when it failed

You need to login/signUp before you can download the software
