i used to use a 1030 in my old pc, i can say before i built a new pc i upgraded to a used radeon 590, you can get one for under 100 dollars and it is leagues above a 1030. incase you're curious what i use now i have a radeon 7900 gre (golden rabbits edition) and a 5600xt with 2x8 gigs of ram for anyone that was curious what i use right now. edit: forgot to mention whenever upgrading really most things in a pc, make sure everything is compatible, you have enough psu wattage for the upgrade etc.
first game is always laggy because it's compiling and caching shaders, it's better to play 1-2 games and then restart your pc before actually benchmarking it

ur stutters look more like CPU bottleneck, which one do u use? and for others with the same problem on a GT 1030 and an old CPU like 4th gen i5 lock ur FPS in game or with Nvidia controlpanel to 60fps on 720p or test out on which resolution you never drop below 60 FPS, in my gt 1030 days i used to overclock the card +200mhz on core and +250mhz on memory which gave me more staple results but dont forgett each card behaves different on overclocks so find a staple OC for ur card, in newer Triple A games, singleplayer or hardware intensive games i usually locked my FPS to 40-45 fps which was completly good and with a controller 10 times better. i test my 1030 still for fun these days while i have a 3090 in my main rig ^^ i love the 1030 and i think its great card.
Bro my Gt 1030 runs 120 fps hardly when all the setting are on low. And 30 fps when it's all high. It's dead no one should buy this GPU from now. Better go for Rx 550 for a slight better improvement.
Heyyy i got some tips for u, so i reccomend switching to directx 11 and put all ur settings on low and set ur 3d res to 75, then go to performance mode and make sure all your settings are on low. I would also reccommend playing stretch resolution which can also boost your fps. Hope these tips help (you also earned a new subscriber :D) Edit: Make sure to cap your fps, as unlimited will make your fps a lot more unstable.
if i were you i would buy a new case new ram and a new gpu like 16 gigs of ram just a nice looking case and a 1660 super which is not to much when used

my cousin has gt1030 and i3 10th gen and gets about 100-120 fps consistent on 1080p without any tweaks
