Nah, he forgot to remove the cpu cooler sticker, so that is why he is thermal throttling the cpu, he doesn't need more thermal paste, he needs to take off the insulating sticker, then replace the thermal paste with a blob.
A lot of people think you just need to add thermal paste in order for heat to transfer from the processor to the cooler, but many forget that you need thermal paste in order to transfer heat to the thermal paste. Don't forget to thermal paste your thermal paste!

I now have thermal paste leaking out through the bottom of the case and it's really gotten everywhere all over the motherboard and bottom of the case as well. Is this normal? Other builds I've seen don't look so messy like this, do I just wait a little while and then clean up all this excess paste later?

I just finished a build a few weeks ago and now I see that I didn't put near enough thermal paste. Temps seem ok so far, but now I'm tempted to remove the cooler, clean the contacts, and reapply THERMAL PASTE.
That's why we luv Jay.He has comedic chops. You have to make sure you have the risers /separators for the mother board so when you install it in the case so you don't short the board. You have to know what those little abbreviations on the mother board connect to. You also have to make surer\ you don't overtighten the cooler when you attach it to the mother board. You have to make sure the gpu plate is correctly installed and the gpu is properly pressed in and locked down in the pci-e slot so things are aligned properly for the external display connectors. Mess up any of those and unlikely your pc will run. nice Jay.

Built a PC back in 2015. First time ever doing that and just learned about thermal paste. Instead of using all of it like I was supposed to, I put a little dollop of the stuff on my Intel I5, less then a dimes worth. It’s still working strong as of today.
