Since we did run the whole event under those rules, I believe it was fair to all the teams at the event, but I'll keep that in mind. As far as signaling goes, as a head ref, I don't feel that what they did was unreasonable, although I guess it wasn't a very obvious signal (when a block fell out of the field and they pointed at it, I took that as a signal that they might want to retrieve it).

If this was mentioned in the driver's meeting than I guess it was understood by all teams and it was fair. But if you just allowed it for teams that did it but wasn't mentioned in the driver's meeting, then some teams might have not known this was allowed during the tournament since it isn't explicitly allowed in the game manual. If that is the case, then it wasn't really fair for all teams even if you allowed it since it wasn't completely understood by all teams that this was allowed.
