Basically Ghost planned a crazy innovative multiplayer but due to the lack of staff and inability to grow + the debacle that was payback, they decided to give the development to Criterion who had a bigger team and made Ghost a support studio

Need For Speed has been incredible at making each game artistic in the way you get arrested. Even the recent game, Heat, stands out in its own way by the way the camera is positioned and the way the colors pop.
Hot Pursuit 2 dog chase is the funniest. Undercover was the most brutal of all, which is impossible to replicate in this soft society, which is sad though, because the brutality is a lesson to the player not to mess up again.
But it's not just brutal for the sake of being brutal, the racers in Undercobver are car thieves and drug dealers who do street racing as a hobby. They are dangereous individuals and often your objective in UC is to cause as much proprety damage as possible, endangering public safety, in order to rise up the ranks of these organizations. Even the opening words are "These guys and their cars, no regard for anyone..." by Lt. Keller.

Nice video, but, don't forget the first Test Drive games (1-3), there was pursuits and tickered moments, and the first Need for Speed, in some (I don't remember which) there was a busted scene when you got enough tickets.
In my game I never got arrested and find it fitting that Cross is beyond angry with the protagonist, but it's quite funny if you get arrested all the time
If you do the free ride through Evolution mode on Porsche Unleashed, it’s a little different than that as the officer will claim to give you a ticket as well as charge you head on.
I like how Undercover has the most unique busted animations and then literally nothing. Not a single nfs game after has a single busted animation (except Heat, which has exactly one)
The devs are clearly having fun when designing the busted scenes in Undercover.
