Mafia 2 have the best Police System
1 Star Ticket or Talk Sorry(>50$)
2 Star's Arested,Pay for Freedom(50$) or Run(Last turn 3 star's)
3 Star's Police can kill you but you can calling to Police and pay 500$ for Freedom
4 Star's same for 3 but Police is more Agressive

It only released on Xbox 360 officially, but it is backwards compatible on Xbox One and it can be emulated on PC.
