It seems that the developers of nfs undercover worked more on the arrest scenes than on the gameplay, but I still love undercover.

Carbon has the most realistic cutscenes (they don't use excessive force, but aren't as lame as in Most Wanted)
and Undercover has the most badass cutscenes

The Need for Speed: gives you 1/2 tickets before arresting you in a live-action video clip
Hot Pursuit and High Stakes: gives 2 tickets before arresting you.
Hot Pursuit 2: either is similar to Hot Pursuit and High Stakes or humorously busts you, depends on version.
Most Wanted and Carbon: puts the player into a police car and can fight back if the player provokes them.
Undercover: POLICE BRUTALITY X 9000
Hot Pursuit (2010) to Payback: arrested offscreen.
Heat: player is cuffed, taken away from their vehicle, and put in a police car.
Correct me, if I'm wrong, but the busted scene in NFS Unbound is smiliar to the Heat one even though I saw the last milisecond of it.

You missed a few Undercover scenes. One rare with the blue Nissans where the character tries to climb a dumpster and slips. But that plays in a very specific area. And also a few more FBI ones.

Underground 2: Officer and player run towards each other, officer lifts player, throws him to the ground, slams him to the rear quarter panel of the police car, and shoves him in the police car.
Pro Street: Player runs away from officer, officer catches up to player, arrests him, and pushes him in the police car.

There are a few cutscenes missing, like Hot Pursuit having another one where you get busted after getting totaled, and the ones where there's live action footage in the older games.
Only The Need for Speed have live action busted videos.

I have the PS2 version of Need For Speed Undercover and in the busted scene the graphics compared to the PS3 version is certainly not as good but indeed it is just from experience when playing the PS2 version of Need For Speed considering I think that on the PS2 version of the game they were still using some of the technology from Need For Speed Carbon which I have not played the game myself or all other Need For Speed games but at least it does give me some idea on what they were like back then in the old school days of Need For Speed back in the early to late 2000's era
