I would add some safety tiers:
SS safety tier: 100% safe against any riichi or player with opened hand.
SSS safety tier: the tile discarded by kamicha right before your turn.

My advice is to play gold room. If you lose in Silver Room as expert you lose so many ranking points compared to gold
