      Agree, include those big machines they ride in mrt and malls. Photo ID, also buy a small insurance policy to protect others.

      I wonder why such a simple requirement so difficult to enforce in tiny little city also said to be a country? I will do the job for $500k will do. I won't ask for millions.

      100% agreed. Most of it were abused by able person as personal transport, carrying children to school, carrying spouse to market etc.

Not every pmd rider is reckless just like not every pedestrian is not reckless just like many car drivers don't signal causing accidents or issues just like many motorcyclists do modify their motorcycles illegally just like anything in life. But many pedestrians are naive who do not ride anything but walk and their limited perspective make them Misperceive that everyone is bad except themselves. Many pedestrians do not know or do not care by wearing headphones blasting loud music or look at their mobile phones ignoring their environments and stray onto cycling paths and do not use commonsense when in public and when injured they blame the world as if they have nothing to do with it.

    The problem is food delivery riders and able-bodied people using vehicles that go faster than 6km/hr. They zip around the void decks where there are so many blind corners and they could seriously injure someone coming around a pillar. They honk their horns and expect pedestrians including children and elderly to jump out of their way. They also speed through playgrounds trying to make fast deliveries and earn as much as they can. Those vehicles go much faster than cars inside carparks.

      6kmh is not fast. Normal walking speed is 5kmh. 10kmh cycling speed is ok for pedestrian path because cyclist can react to accident. Problem is some people cycling thinking he/she owns Singapore

    Can Ministry of Transport (MOT) and the Active Mobility Advisory Panel (AMAP) consider reviewing Personal Mobility Aids (PMAs) being abused by able-bodied riders? There's a vast increase of young and abled people using the motorised wheelchairs/scooters on the passage ways, they clearly do not need a mobility aid.

      Enforcement is appalling on those devices meant for disabled. If I am paid just $500k I would do a better job by forcing all who import PMD be responsible for selling to customers and every such a machine must be traceable and no TaoBao or the likes are allowed to sell nor are citizens allowed to import any pmd without approval. This can be done by only allowing an agency to sell pmd. This way, problem is solved. Remember, I only require $500k and not a million at least to get the job done. It's a very simple job.

      Singapore is tiny to control and still.....shake head. 🙂‍↔️ The three wheelers are getting Bigger and more powerful too! I blame the authorities for failure to enforce! We need to pressure them to serve the people better. I have experienced many three or four wheelers dashing at very high speeds ridden by young people

      Then the real way is to create elderly safe paths and this path is not safe unless the paths are tunnels with walls protecting elderlies and enforced to allow only elderlies to walk. I think this rich man should just provide tour bus to ferry elders around. PBM somemore

    Here we go again! LTA policy makers out of touch with the ground. Don't make policies in your glass towers! Come down to the heartlands and observe what's going on! PMAs are commonly abused by able-bodied persons who use them to ferry other people around and for food delivery. They often speed without due regard for other pedestrians!

    I stay in Yew Tee and recently there is a separation of Footpath and Cycling lane. However, I noticed that 80% of the people tend to walk on the Cycling lane maybe due to the bright color. Hence the bicycles had to weave between the 2 lane to get across the stretch of road.

      This is literally me. Not just in Yew Tee. Sembawang and everywhere I see also. People just tend to walk on the cycling path most of the time and I'm a cyclist. I prefer to stick to the bicycle path whenever possible but when people just walk mindlessly on footpaths it is very annoying.

    PMAs need to be banned altogether. They should not exist in Singapore at all. That's the glaring gap that is not being addressed.
    Those who are medically certified as disabled can still use electric wheelchairs.

    Focus on those youngsters on high speed pmd (especially those with loud speakers) first, I would say they has the highest risk of causing accident so far. Rules should be stricter against them, like a jail term on top of fine. Everything else comes second. Penalise grabfood company for every grabfood rider using pmd, except for medical certified person.

      The authority keep doing contradicting things left hand doesn’t know the right hand are doing. East Coast parkway there is a signboard that say it allow cycling as well as jogging! In the past it is strictly for cycling! I am not a cyclist but mixed usage makes no sense at all.

    pedestrians on cycling paths with eyes glued to their phones & earphones covering their ears .. if you horn they would stare at you with challenging eyes & some even make nonsensical remarks! .. so .. well .. are we gonna do something about it? .. & please don't say only minority ..     Bicycle-friendly countries like the Netherlands do not share lanes with pedestrians. Most cyclists say sharing a path with pedestrians guarantees accidents.

    just rules and education is not enough - obviously there is much room for improvement in design. Have LTA considered raising the pedestrian paths so that cycling & pmd roads are on a lower level, so that cross over is not automatic? This is similar to how roads are designed so that cars do not easily drive onto pedestrian walkways.

      Old people and kids can stumble and fall down esp during early mornings and nights when jogging etc go for. Not a practical approach.

    why not just assign bicycles only to the curb side of the roads, and promote more walking. Bicycles are much faster than human's walking, and some use bicycles that are electric, and sometimes see them recklessly speeding (around 40k/h?). No need to waste space build bicycle path, just when in future doing road improvements, allow a bit extra lane space near curb. That way cyclist can also speed up if they want to (but they should undertake the risks). and PMDs, just ban them already, our singapore shops and mall are so tiny, with a huge PMD, everyone else have to stop and wait for them. And I noted a lot of fires are caused by charging of these PMDs, if can, please ban all PMDs, is putting apartment and HDB units at risk.

    If only everyone using the path has the decency keeping to the left, more accidents can be reduced. Otherwise you can have the widest path in the world but nothing will change, number of accidents may increase instead. Public education on path etiquette is paramount if were to ensure everyone's safety! Having widest path with no path etiquette is just brewing more problems ahead.

    Many pedestrians choose to walk on sides that have the shades, even if that's on the cycling path... Your people are not dumb. No one would like an accident to happen. Have faith with your people please.

    Having a few accidents is nominal. Stupid people exist. Stop throwing out the baby with the bath water. Responsible users are aware of the need to share. Just impose speed conditions. Bicycles are generally slow,leave them alone.

    Singapore still got space to construct more path just for pma and other motorised scooters? what are the pecentage of the people having pma? 50%? forever constructing the roads and walkpaths creating unnecessary inconvenience for the walking pedestrian and driving vehicles.
    Declining but 70 cases is still a lot, we want 0 case. Bicycles ban from pedestrian footpaths then they will cause more problems on the road, aint it?
    wa lao. this is creating more problems to fix later in the near future.

    Why cyclists have to go onto footpaths is because in almost all such paths, pedestrians dont give a damn and walk on the red path as if uneducated. Elderlies are not just pedestrians. They can be cyclists too. While citing concern for elderlies, the policy is myopic and flawed in that , most of the pedestrians causing problems or jaywalk onto cycling paths are young people. Is this trying to sugar coat the issues to make people perceive they are solving a problem created by a policy not implemented successfully due to pedestrians not doing their part? GE

    On foot paths we also noticed more people with ear buds and headphones. While walking, they cannot hear bicycle ring warnings or any other warning horns which alert them on coming bicycles and PMD on foot paths. This might be a danger and lead to accidents. From the legal and enforcement view, who is at wrong if accident occurs in this situation, most likely riders get the brunt of the law as police officers are not aware of the law themselves. Another situation is we also have pedestrians who stubbornly would not give way to cyclists or PMD insisting their own rights on the foot paths and an accident occur. What then? law enforcement who is right and who is wrong?
    PMDs should be tuned for legal safe speeds, so checks on PMDs speed by enforcement can be done.

    This move is a target against the Cyclist. They only fine the cyclist but not the pedestrian who walk the cyclist path why the difference in treatment. No explanation to clarify if there are blockages on the cyclist path. Pedestrians walk in the centre of the path and blocked cyclists and pedestrians also walk with eyes on the handphone and after numerous bell ring do not move to the side. And sudden movement of pedestrians to left or right upon bell rings to indicate cyclists coming. No proper safety education on the public this is how the LTA works??? Fine are fine but must fine equally the pedestrian and cyclists. This rule must be properly brief and no mention on foot path with out cyclists path ? This must also be briefed. Thank you

    Obviously, the policy makers do not use footpaths nor the cycling lane. I'm pedestrian and even I'm against this. There is almost zero chance of keeping pedestrians (especially elderly ones) off the bicycle lane. If the intention is to reduce the number of accidents, then the focal point should be on educating cyclists/ PMAs not to speed and how to look out for blind spots. If cyclists/PMAs do not speed, they will have ample reaction time to avoid any sort of collision.

    @07:07 onwards, every example shown is with feet on red paths lol. So if bicycle avoid them, then veer into footpath = fine + jail. I can see more conflict points incoming. CNA video title also misleading and will result in misunderstanding because it is only banned if the footpath is alongside the red cycling paths, but the title makes it appear as all footpaths.

    I got hit by a teenage cyclist on pedestrian path near Sengkang central from behind in the evening 3 months ago, the girl was riding way too fast and she didn't give any signal. And just I saw family of 3 riding Personal Mobility Aids near Punggol last evening. It is better to have some regulations before the situation getting out of control.

    The clear answer is Enforcement....the issue is never the majority who obey the law...but it is the small reckless PMD minority or illegally modified motorised platform that kills or cause severe injuries. The public is helpless against these small, irresponsible groups.

    PMAs, elderly with walking stick (and sometimes with their helpers), kids with their parents, adults, adults with their pet dogs, joggers and runners all squeeze in 1 narrow 'padestrian-only' footpath on BOTH directions. Jokes lah!
    And all these PMAs all speed one! Enforcement is only for show.

    My friend & I were almost hit on the sheltered PEDESTRIAN path, when we were sandwiched between 1 cyclist coming towards us from the front, while another cyclist came towards us from the back!
    Luckily my friend reacted quickly and pulled me to her side to avoid the cyclist in front, but the cyclist at our back almost hit us!
    Notably, both cyclists did not ring the bell to warn us in advance. I think they take for granted that pedestrians should give way to them! 😠

    How about let's impose a ban on vehicles on the road as well ? There are accidents involving vehicles and seniors on the road. I have seen it. Let's make the roads safer for the senior citizens and young children. For the people who need to drive on the roads, how about building an underground network of roads or perhaps overhead bridges with roads and make these roads connect to buildings, so that people have access to those buildings. The government collected so much money from road taxes and taxes on cars and COEs, use these funds to build them.

    Theres no enforcement of rules.. You can see signs saying No cycling on overhead bridge which warrant a fine but everyone is still doing it. So Rules without enforcement is pretty useless. And pedestrians will still walk on cycling path, the same accident will still happen.

    You should ensure ALL Owners on bicycle need to register and have license to ride
    You can install scanner when the registration numbers are captured and CCTV to catch these culprits.
    A cyclist coming from behind at 35km per hour, there is no way you can know in advance to avoid..when there is no DESIGNATED food path. Please go and take a walk and find out for yourself.

    Truly, the pedestrian have to give way to cyclists as if the pedestrians are the obstruction . I have seen seniors almost getting hit several times. Many cyclists claiming priority right over the path which in my opinion is not .

    LTA 👍👍👍 long overdue to legislate & penalise offenders. There hv been too many accidents & near accidents on pedestrian paths. We need to feel safe to walk on pathways.

    Can we also ban pedestrians from walking on the cycling paths too? Often times, I had to go to the pedestrian only path just to avoid some pedestrian walking on their phone, oblivious to oncoming traffic.
    Would not want to get myself in trouble for taking evasive action.

      Same here bro. It got super annoying over the years. People mindlessly walking in the middle of the bicycle path with their phones and do not always move if I ring my bell. They should be taking actions against those dumb PMAs smh..

    Yes l was a cyclist for 30 years and ride a lead acid electric bike in Singapore for more than 10 years. Electric bike are safe but no more with the mandatory use of li ion battery and the 20 Kg rule ......which force indirectly the use of small wheel for lighter weight and hence when impacted by a car the rider vertebrates will be the direct hitting pt.
    Safer?????

    Here in SG,all cyclists,PMDs on pedestrian walk way had the mindset that they have the right of way..and always ring their bicycle bells to give way immediately. ..even all foreign workers on the bicycles do that too...dun give way to all pedestrians..

    Refusing licensing these is the crux of the problem which leads to misuse of PMA.
    Those unlicensed vehicles users should be jailed and fined. Those who are licensed are also required to purchase insurance in order to compensate for the medical costs if any accidents occur.

      It's everywhere. East Coast Park on weekends pedestrians will walk and jog on the bike lanes. Crowded footpaths in Joo Chiat pedestrians will lurch onto the ROAD assuming no cars because the bike is silent.

    LTA should goes out to catch those able people who abuse PMD, loud music, speeding on walk way in market area. I have seen a few times, he just rush to shop stand up without hassle, walk like normal and buy cigarette....then zoom away with the loud music again. WHY LTA allow this people to buy PMA??

    IMO, the Authority should require that all bicycles must be equipped with ringing bells to warn the pedestrians (as the cyclists approach them from behind) ..... "to sweep past" silently behind (without warning) pose a risk to the pedestrians ..... and bicycles must be equipped with lights too ( if travelling during night time).

    The 61% asked for this and the 100% paid for it.
    In order to do it right , need new ideas from new people that target the safety for the 100% n nothing else.
    There just not enough enforcement.
    There not enough safety nets n fall back for those who are injured.
    In order to do it right, owners of the devices must have insurance, licensed (meaning proper training).. proper rules n enforcement and corrective courses for all paries. That for the starter.

    It’s not an issue about whether pedestrian walks on cycling paths and vice versa and the apportionment of blame. It’s an issue of safety regulations.
    On roads, there are proper licence to use, with proper age limit and health regulations for older road users. Pedestrians are also taught proper rules to use crossings on roads in schools and the rules are pretty easy to follow.
    For paths however it’s not the case. In the video there are talks about responsible users both pedestrian and cyclists. But how do you expect a younger child walking home from school or an senior resident returning from marketing to fully know the rules of these paths and the dangers of walking onto the cycling paths. (Not withstanding other details like what if you need to cross from one path to another to get to the traffic light as you can’t be walking straight forever. Do you need to look out before making a turn?) in the past, footpaths are pretty safe because there weren’t mix uses. So we are ok to let our children walk home from school themselves. I’m not sure about that today, when there are no proper rules (who has right of way, how to pass by users from opposite directions) and no proper education guidelines to inform all users of these intricacies.

    The real cause is Singapore is the 2nd most densely populated country in the whole world after Monaco. Although not the most dense city. Note that it is country not city, HongKong no count. Kick scooters no motor ones and electric kick scooters, You never say which type. There are children using small scooters. I read online one article, fella was ridding motorised scooters on path got yelled at , he and 2-3 other persons attacked a person. The pressure is there. I get frustrated by the bicycles ringing from behind suddenly. and the food delivery ones are always speeding. Guy firstly said they are not targeting anyone, then say they are targeting responsible device users, then say targeting pedestrians, of course they are targetting people. by using the aux police to catch people at junctions. Nowadays these mopeds have more speed than expected. If you have seen some very low scooters with an awkward sitting position. The knees sure injure in an accident. This rule means more bureaucracy, I sometimes stray into the bicycle path, and bicycles sometimes stray into the pedestrian path. With law in place, there could be penalties if caught by AI machines.

    Ah yah, yah, pay them so high salaries and yet the solution is no brainer. 😂 It is not about the paths, which ever it is, but the devices or transport mode user used with responsibilities behaviour. Don't blame the paths or the roads, they are not the problem but the people mindsets were. So just get real, you are looking at the problem the wrong way in solving the problems. Regardless how many safety path you built, just learn from Vietnam, Thailand, India.... Is all about human responsibility in using the roads or pathways.😂

    The proposal is that cyclists, PMA users, and others moving at higher speeds should be held accountable if they collide with pedestrians. They would be presumed at fault and required to pay a substantial fine along with the pedestrian's medical expenses. It would be their responsibility to prove the pedestrian's fault by recording the incident with a personal camera.
