Keep firing to keep it occupied, then jump behind it. It can't hit you from behind, so it'll attack first, and then move to face you. You can shoot it when it pops it's head out before then. The other, more intended method, is to wait until it sticks it's head out, and release a shot as soon as it's vulnerable. That's harder to do, though.
this is my least favorite level in the game... alot of the time theres areas where you gotta lock on to enemies, but always shoot those things that suck you up, thus forcing you to your death
I love it too, instead of brain dead shooting you have to actually think and admittedly I didn't like it at first but I've grown to appreciate it a lot more :>
The room with the crushing block made me google this walkthrough. That one section is the most abhorrent piece of level design I have ever seen in a video game

Yeah it shows that tails, because he’s a little brother figure that mainly relies on him he also wants to try and emulate him
This and the Knuckles/Rouge stages are why I prefer SA1

I hated how tails was forced to use only his mech the entire game even though he can fly himself and longer than what the mech can hover for.

Get close to it and spam shots so when it's head sticks out, Tails will melee attack it without getting hurt.

Route 280 was the only level i hated, a few of them i found to be okay, but majority of the game i loved.
I like the stage theme but hate the rest of the stage. Thank god I`m not the only one.
Mech stage...but I have to use my brain?! Aside from the Artificial Chaos, this level is dope
