There was this old yu-gi-oh pc game called yu-gi-oh: power of chaos yugi the destiny where anti-raigeki was somehow useful to have as an option.
Because of the limited amount of cards that game had, yugi would always spam raigeki whenever you had like two monsters on your side, even if it was just to destroy a celtic guardian or a beaver warrior. There was nothing more infuriating that having yugi stall the game for three turn with the swords of light just to nuke your board with a raigeki afterwards.
Even so, you still needed to be lucky enough to have placed anti-raigeki before, but the glory of counter-nuking Yugi's board and see him like *CCCAN'T BE* was sublime.

Or maybe the rule had existed back then but they forgot to put that restriction in, idk. Either way though it's still pretty dumb because for how specific it is, and especially the conjunctive "and if you do" mentioned in problem solving card text, you would think they just allow the card to activate.

What if they did a retrain of Anti-Raigeki, name it something like "Raigeki Rod" (since Raigeki's card art looks like lightning, so it's a play on a lightning rod).
Have it be a continuous trap card with an effect reading:
Once per turn, when your opponent activates "Raigeki", negate the activation of that card and destroy it, and if you do place one Raigeki counter on this card. You may destroy this card with one or more Raigeki counters on it, and if you do, destroy all monsters your opponent controls.
That way it still holds the same idea of Anti-Raigeki, being that it stops your opponent's activation and blows up their board, but stores it until you're ready to use it making it interruption to your opponent's plays. Plus, depending on how exactly they worded the second effect, there would be room for you opponent to play around it. As written, if your opponent chains destruction to you activating it, then they destroy it, not you, and its effect fizzles. Or they could write it as "send it to the graveyard" instead of destroying it, and that way it gets floodgated out by Macro Cosmos or similar

Dark hunter would be really good in old yugioh when everyone was running flip effect monsters like man eater bug. It's still a decent side deck option in case you come across a deck that uses flip effect monsters.

A quick note of Time Wizard.
I used it in every deck I played back in the day because my Dad taught me how to manipulate coin flips.
Whether or not it's cheating is up for debate but I would flip and catch the coin, then slap it on my hand.
If I did everything correctly, I was always able to know what I was going to flip before I flipped it, but I could do this with any decently sized coin that was at least the size of a quarter.
