When you make your "death stack" of ships, just use the split hotkey until you have fleets with 1 or 2 capital ships each. With Italy, its a pretty good fleet. Break off your subs at the beginning if you want them separate.

(it'll cost you a few factories and repairs, ofc - but probably less production and manpower lost than garrisons would cost, right?)
