A wiser Neegan would regulate the exploition to be in intervals rather than every collection he made. TLDR: Accelerated rebellion due to the increased threshold for survival during the apocalypse and hardened survivalists, and Neegan's absurd greed and tax inefficiency.
In short, humankind is bond to ruled by something rather it's a corporation, a gang, a dictator, etc. A leader must be established for soicety to continue. The question is not would humans be better off without government but what kind of government do the people need?
Honestly, this is one of my favorite "The Philosophy of.." to date. Being an avid TWD fan, I found the first half of season 7 to be underwhelming, but Negan to be so intriguing. I knew for certain that, as you pointed out, it was not just his charisma that drew me in to both despise and adore the man, but the pure diabolical nature of how he ran the Saviors. The downside of Negan's approach is that he personally exposes himself to danger constantly. Since the real threat he gives isn't that the person who attacks him will be killed, but that the person who attacks him will lose their whole family, then it relies on him still being alive to carry out the terrible vengeance. All it takes is one successful assassination attempt and his society will crumble. Nobody is going to step into his shoes because nobody has been empowered. So it's pretty clear that if you actually are successful in bumping off #1, there will be no #2 bringing the punishment back to your home town. That encourages continued attempts.
Saviors like Simon made him lose the war. Their excessive cruelty made Alexandria, the Kingdom and Hilltop confederate with eachother and go to war against him.

I see Negan as a kind of Leviathan, as the apocalytical world in The Walking Dead matches what Hobbes described as state of Nature. Negan offers safety, but with a cost and with people under contant fear.
I don't watch the show yet. But at the end question, I'd answer the second : he's planting the seeds to his demise. Not only because, as said, the villain is always killed at the end.^^ But also because of stuff like at 4:05. Even if there are people around on the other side of the (non-existent) camera, even if the good guy I still don't know the name seems clearly traumatized by an event that took place just under his eyes, giving him the bat and turning your back to him is as good as suicide. Because people in shock aren't *that* predictable. He could've stayed there not doing anything, but he also totally could've instinctively done a quick-turn that would've separated Negan's skull from his jaw, not even thinking of the danger of them maybe-present followers. Cockiness always kills the bad guy at one point. Probabilities. Nobody escapes them (assuming we consider the series' world as real life, zombies included).

The saviors decided to kill Gregory (the leader of hilltop) and Negan was never told. He still doesn't know anything about it. I'm pretty sure that's keeping a secret. If the saviors are such a tightly knit group Negan would definitely know about it. Not such a perfect system after all, huh? Nobody points this out (believe me I've checked) because the entire plot of the show would unravel.
Negan is so fascinating because he encompasses all the traits and flaws of an average man with an above average intellect. Most people seem to think he is a psychopath, but he clearly is not. Everything he does, he does so with full clarity and he is brutally honest about it. This is what probably scares people about him, that any ordinary man, faced with extraordinary situations could become a Negan. Yes he is brutally violent and he is an asshole, but he is also empathic and a charismatic leader. He punishes people that disobey him and rewards those who are loyal. He is a sound tactician and an unhinged psycho whenever he chooses to be. This is why he is definitely NOT insane. He knows exactly what he is doing all the time. His greatest trick is making people believe that he is insane. He is also very narcissistic and self absorbed. He thinks he is a god among men and this comes out in the way he speaks and carries himself. He makes himself seem larger than life and he gives his people the illusion that they cannot live without him. He uses his intelligence to manipulate people into doing his bidding and he gets very angry when things don't go his way. He is by far the most interesting multidimentional character that ever appeared on this show and this is why people like him so much.

I think you did a great job considering how effective Negan is as a dictator. I submit though that the measure of a ruler is not just the survival of their rule but also the survival and health of the nation they rule. I think it would be interesting to look at questions related to that point as well: - Do the Saviors have a better collective survival rate? - Are they living better lives than they would elsewhere in that world? - Will the nation survive the passing of Negan? (Is he indoctrinating Carl to take over in the classic revolution that turns out to just be a replacement?) It might also be worth considering that every person in the Saviors had submitted to Negan's rule, so what does that say about what they collectively want? Fear and moral permissions can be lubricants to authoritarianism, but aren't the gears and power built from deeper needs?

I can't speak for others but I can say for certain that the random rewards cycle does not work for me, and by extension everyone. I find a seemingly random or unpredictable reward as welcome but not reinforcing of anything, and only find value in the mostly measurable. The slot machine was a good example of this. The downside of Negan's approach is that he personally exposes himself to danger constantly. Since the real threat he gives isn't that the person who attacks him will be killed, but that the person who attacks him will lose their whole family, then it relies on him still being alive to carry out the terrible vengeance. All it takes is one successful assassination attempt and his society will crumble. Nobody is going to step into his shoes because nobody has been empowered. So it's pretty clear that if you actually are successful in bumping off #1, there will be no #2 bringing the punishment back to your home town. That encourages continued attempts.

I see Negan as a kind of Leviathan, as the apocalytical world in The Walking Dead matches what Hobbes described as state of Nature. Negan offers safety, but with a cost and with people under contant fear.
I don't watch the show yet. But at the end question, I'd answer the second : he's planting the seeds to his demise.
Not only because, as said, the villain is always killed at the end.^^ But also because of stuff like at 4:05. Even if there are people around on the other side of the (non-existent) camera, even if the good guy I still don't know the name seems clearly traumatized by an event that took place just under his eyes, giving him the bat and turning your back to him is as good as suicide. Because people in shock aren't *that* predictable. He could've stayed there not doing anything, but he also totally could've instinctively done a quick-turn that would've separated Negan's skull from his jaw, not even thinking of the danger of them maybe-present followers.
Cockiness always kills the bad guy at one point. Probabilities. Nobody escapes them (assuming we consider the series' world as real life, zombies included).

The saviors decided to kill Gregory (the leader of hilltop) and Negan was never told. He still doesn't know anything about it. I'm pretty sure that's keeping a secret. If the saviors are such a tightly knit group Negan would definitely know about it. Not such a perfect system after all, huh? Nobody points this out (believe me I've checked) because the entire plot of the show would unravel.

Negan is so fascinating because he encompasses all the traits and flaws of an average man with an above average intellect. Most people seem to think he is a psychopath, but he clearly is not. Everything he does, he does so with full clarity and he is brutally honest about it. This is what probably scares people about him, that any ordinary man, faced with extraordinary situations could become a Negan. Yes he is brutally violent and he is an asshole, but he is also empathic and a charismatic leader. He punishes people that disobey him and rewards those who are loyal. He is a sound tactician and an unhinged psycho whenever he chooses to be. This is why he is definitely NOT insane. He knows exactly what he is doing all the time. His greatest trick is making people believe that he is insane.
He is also very narcissistic and self absorbed. He thinks he is a god among men and this comes out in the way he speaks and carries himself. He makes himself seem larger than life and he gives his people the illusion that they cannot live without him. He uses his intelligence to manipulate people into doing his bidding and he gets very angry when things don't go his way.
He is by far the most interesting multidimentional character that ever appeared on this show and this is why people like him so much.
I'd like to see more anime, like Neon Genesis Evangelion, or maybe Cowboy Bebop.

I think you did a great job considering how effective Negan is as a dictator. I submit though that the measure of a ruler is not just the survival of their rule but also the survival and health of the nation they rule. I think it would be interesting to look at questions related to that point as well:
- Do the Saviors have a better collective survival rate?
- Are they living better lives than they would elsewhere in that world?
- Will the nation survive the passing of Negan? (Is he indoctrinating Carl to take over in the classic revolution that turns out to just be a replacement?)
It might also be worth considering that every person in the Saviors had submitted to Negan's rule, so what does that say about what they collectively want? Fear and moral permissions can be lubricants to authoritarianism, but aren't the gears and power built from deeper needs?

Ricks ego is too big and he wanted to be on top of things so instead of taking the 2 people killed for 30 some odd saviors they killed before even one of them died, RICK can’t swallow his pride and move on as not being a leader. So keeps trying to get out. Leading negan with no other choice but to try to end it by killing all of them. There are no good or bad people in the walking dead. Alpha bad shit crazy negan and rick tho. They trade places, you follow negan from the beginning you’ll love him, and despise rick

@Eames This point about how we differ from animals and zombies about questions is pretty well thought out, but there are a few other things that places us a bit different:
1) Complex Language: a lot of animals show body language and even make some sounds, like whales, that means a approximate action. but no other animal can give out a message that's complex enough for someone else to understand, good example being this comment, the reader here knows exactly what went thru my mind as i wrote this. also questions wouldn't exist without a complex language, so its kind of the base of what you said.
2)Social standards: Again animals, and even zombies have this a little bit, animals can have mating partners for life, or even packs with an alpha in it. but humans are again on a whole nother level, we have friends, families, lovers, mistresses, enemies, children we watch after for the remainder of our lives, teachers, associates, employees, bosses... you get the point... and each human is then programmed to not only learn what all of these are, but then how to interact within the vicinity of these people.
3) Boredom: animals and zombies; and the people in walking dead; are surviving, but why are we even talking about this, oh yeah, because we aren't. we've got to a comfort level in society that that not every waking second is based on, will i get to eat tonight? will i get eaten tonight? will there be shelter for my pack? but as the average youtuber, its more, how will i entertain myself tonight? (sorry for the less fortunate who might have a computer, and able to read this but are going hungry, ps your hungry because your stupid, why do you have a computer but no food?) and the only other animals on the planet that don't really worry about that are domesticated, and again, all thru humans.
the ability to question is something only humans can do, seriously just look at the apes who know how to sign, they don't even ask questions, probably due to thinking they are the only consciousness in the whole universe, and cant even question if something might have more info then itself.

I can't speak for others but I can say for certain that the random rewards cycle does not work for me, and by extension everyone.
I find a seemingly random or unpredictable reward as welcome but not reinforcing of anything, and only find value in the mostly measurable. The slot machine was a good example of this. I find games of chance, particularly chance without agency to be frustrating and fruitless even if I manage to win. so I don't play.
But apply agency and an observable build toward a goal and that is different even if that goal has unseen obstacles that I have to react to on the fly.
give me resources and time and I will build Babylon. make me promises and give sporadic fruit and you will just have a lot with a half finished foundation.
