Considering how often and how severely that area floods, I'm hardly surprised that that level of water ingress would compromise the integrity of what's below those paving slabs, ultimately resulting in what would best be described as liquefaction. River toe paths are nice and everything - they certainly make Chester an even nicer place to visit, but at some point, low-lying towns like Shrewsbury have to put public safety first and either reinforce that section with steel-reinforced concrete or some other kind of safe walkway.
