Realistically, if that version of Sonic 4 had been made & got released in Japan, the game would’ve likely flopped since SatAM never aired in that region… and SoJ never acknowledged Sally Acorn (much).

Why not include Robotnik, Snively, Cluck, Scratch, Grounder, & Coconuts, all together inside of a robot mech as one of the bosses for this game concept? have one of the robots Robotnik use throughout Satam as Enemies like the Swatbots, Tech-bots, Surveillance Orbs, etc. or Minibosses like the Shredbot, Stealthbot, Ratbots, etc?
I think Sonic 4 is very misunderstood. I think it didn't have entirely original zones because they were trying to make it feel more familiar for classic Sonic players. But I thought those zones had unique gimmicks that made of each of them memorable. I liked the sunset and night progressions in some zones. The game really feels like something that would have been released in the Saturn era, especially Episode 1, with its shiny, low poly look. I find this era very interesting as it was very experimental. Sonic 4 feels to me like a game released between Blast and SA1 as it has the homing attack, and Sonic's model looks kinda 'modern'. With this in mind, I think they weren't trying to exactly replicate classic Sonic gameplay 1-1, but evolve it, rather like a bridge between what we today consider classic and modern Sonic gameplay. And I think they succeeded. I thought Episode 1 was better than Sonic 1. Episode 2 was better than Sonic 2. Also, I think they made this an episodic release as it was originally mobile only, but also, it seems like they were trying to repeat how 3k was split into 2 games, especially when you like at the number of zones in each episode. So I think they were trying to make 3 episodes to form a complete package. I find it a shame that Episode 3 was never made as I would have preferred that over Mania, and I genuinely think Sonic 4 could have topped Sonic 3k, so it feels incomplete in a way. Ironically, despite the backlash, I think it's the closest to the hypothetical Sonic 4 as it actually felt more memorable than Mania and even Superstars. Episode 2 feels like an actual HD 2D Sonic game, and the backgrounds look really good. If it was actually made back in the Saturn era, I don't think it would have been that much different, just with more accurate physics and original stages, kinda like Sonic in Nights into Dreams maybe. I do wish it was more original, but overall, I enjoyed Sonic 4, more than Superstars, as it really felt like the NSMB series of Sonic, which also resused assets and stages, yet I enjoyed those games just as much. This is why the criticisms bother me. I dont think the homing attack chains are as mindless as some say, and even if you don't like them, you can chain jump through the enemies to preserve speed. I understand about the physics not being fun, but the rest I disagree with. I don't think Sonic 4 is a lazy or souless game. If an Episode 3 was made, I think it would have been one of, if not the best 2d Sonic game.

Me personally I think that episode 1 is kinda underrated sonic going through a few similar levels is fine to me because level design is original and they do something new with them and the Sonic 4 saga being episodic isn’t a bad thing either I see episode 1 as a sort of new beginning for Sonic as he has grown up to be modern sonic and the game is just a simple adventure to start things out while episode 2 things start getting more interesting with the death egg MK 2 and metal sonics return and the final 3rd episode being the finale that wraps up the classic series this is all just my line of thinking tho

I was going off what STI plans for Sonic 16, but I can see Aosth characters making a cameo as common enemies in the levels!
