Makes more sense than Sans' fight.
I imagine after you leave the ruins she goes back to where she met you.
Along the way she sees a trail of dust, not wanting to involve anyone incase they got hurt (she protects Sans) she pursues you and manages to catch you in the arbiter's room before Asgore.
Asgore in his grief knowing that it's too late to fix his relationship either lashes out in anger or leaves himself open either way Sans is still there by the barrier, good luck with that!
