As a captain you have to do almost everything possible to save everyone on board. That is your job. He's legally responsible for the lives of the people on board because they all depend on him and the crew for safety in an emergency. You have thousands of lives all weighing on one leader and if in an emergency the leader runs away everyone else dies.
